2011
Commissioners present: Duke Bitsko, Phil Hamilton
Others present: Karen Mullins, Conservation Administrator; Emily Schadler, Conservation
Assistant
Phil Hamilton opened the meeting at 8:25 am in Room G-15, Town Offices Building.
The Commissioners and staff discussed recommendations to be made to the Commission at the
February 15, 2011 meeting. Topics discussed included:
Requiring and defining voice and sight control. Possible clarifiers to include in the
definition include: that the dog be in sight of the walker, that the dog comes immediately
and stays, that the dog not charge or chase people, dogs, or wildlife, and that the dog not
display aggression toward people, dogs, or wildlife.
Phasing in a permit system in the future to assist with education and enforcement,
including elements of the Boulder, CO permit system such as an educational video on
voice and site control.
Instituting a trailhead leash rule that establishes an on-leash zone from the entrance of
Willard’s Woods to a certain marked location within the conservation area.
Allowing dogs to be walked off leash (under voice and sight control) on one morning per
weekend in the earlier hours (hours and day to be determined).
Changing the current limit of 3 dogs per person to 2 dogs per person.
Requiring that dog walkers have a leash with them at all times.
Requiring the immediate removal of dog excrement.
The Commissioners and staff also discussed signage needs, funding, and the possibility of a
ranger position to aid with education and enforcement.
9:30 am Meeting Adjourned.
Respectfully submitted by,
Emily Schadler
