HomeMy WebLinkAbout2005-03-10-TAC-min TAC Minutes Meeting Date: March 10, 2005 Attendees: Sara Arnold, Sally Castleman, Don Graham, Diane Pursley, Gail Wagner TDM Contributions Gail developed a TDM property chart including square footage for minimum and maximum annual contributions. Where a CPI (Consumer Price Index) annual adjustment was applicable, it was noted. A CPI annaul table, issued by the Bureau of Labor Statistics based on Average US Cities, was presented. Upon Sara’s recommendation, TDM property chart will be converted to an Excel program. Article 4, Battle Green Planning Board suggested that the proposed annual $2,000 contribution to support in town transit be linked to the issuing of Lexpress passes for condo residents. The contribution would be subject to annual CPI adjustment. Sara is maintaining contact with the property owner. Article 9, Waltham Street Parcel The property owner is offering a TDM proposal of $3,5000 annual contribution to Lexpress or other Town public transit program. Annual contribution would be subject to an annual CPI adjustment. Funding Full Service (6 routes) Summer 2005 After speaking with Bill Hadley, Gail maintains that the Gift Account can be used to bridge the gap of approximately $23,000 to fund six routes this July and August. Selectmen approval is not required. With full service provided in the FY06 budget, it is hoped that even with FY07 level service budgets, full Lexpress service can be noted in the FY07 budget. The new Town Manager (unknown) must consent. TAC will report on Lexpress service at Town Meeting under Article 2. Total cost of funding full service will be presented. Diane will develop presentation. Baby Safe Haven Ads on Lexpress Based on information form Anastas Advertising Associates, purchaser of ad space throughout MA for State Mental Health Services, Gail recommended a monthly rate per poster for Lexpress be $40(or $120 per month for all three buses). This rate will be communicated to Baby Safe Haven who had proposed $100 for six months for all three buses. Gail requested that TAC consider the sale of interior ads and exterior window ads through Anastas Associates. B Line will soon have exterior ads. Extra Bus Exterior Decals were placed on the designated Lexpress back-up bus. Modifications will be made to reflect phone and website address on the back. Also, Lexpress logo will be added to front. Status of Lexpress fleet is in question as insurance adjusters indicate that two of the three regular Lexpress buses maybe declared total losses due to electrical fires. Town’s contract officer will be alerted. Brookhaven Donation Letter During 2004 Town Meeting, Brookhaven’s rezoning approval didn’t have a TDM obligation, but it was suggested that an annual contribution be made to Lexpress. TAC will send a letter to Brookhaven. Gail will write a first draft that will be submitted to Sally and Sara for refinement. Transportation Options Day Gail recommended a second Transportation Options Day to be held in May to coincide with National Transportation Week. Its purpose is to foster awareness of transportation options. Anderson Transportation Bus Shuttle MBTA agreed to receive funds so that service can be initiated. It will be publicized in Lexington.
