HomeMy WebLinkAbout2006-04-04-TAC-min Transportation Advisory Committee Minutes Meeting Date: April 4,2006 Attendees: Sara Arnold, Sally Castleman, Elaine Dratch, Dawn McKenna, Francine Stieglitz, Hank Manz, Gail Wagner Starwood's Revised TDM Proposal After a vote of non-support by the Planning Board and Traffic Mitigation Group (TMG), Starwood offered a revised Transportation Demand Management(TDM) plan submitted to the Board of Selectmen prior to the scheduled Town Meeting vote on April 5. The TDM proposal increased funding for pedestrian/bike paths and pedestrian signal upgrade at Marrett Road/Mass Ave. It also included a one-time $200,000 payment to Lexpress when occupancy permits for both building are pulled. No other TDM agreement to date involved a one-time Lexpress payment. TAC discussed at length the pros and cons of this type of account. TAC felt the ability to accrue interest, which is not the case with general accounts, as well as withdrawal of an annual set amount to fund Lexpress, were critical. Hank offered to explore account flexibility with the Town Manager. Also, the language regarding the time of payment was to be modified. In principle, TAC approved the one-time Starwood TDM payment and other proposed mitigation measures. Lexpress Ridership March 2006 ridership totaled 6,425. In comparing the six-route system offered last year September through March, to the current year, Lexpress ridership has increased 21.6%. Prepared by Gail Wagner
