HomeMy WebLinkAbout2006-07-11-TAC-min Transportation Advisory Committee Minutes Meeting Date: July 11,2006 Attendees: Sara Arnold, Sally Castleman, Elaine Dratch, Bill Levison, Hank Manz, Eric Eid-Reiner, Francine Stieglitz, Gail Wagner FY06 Report June 30 ends the Town's fiscal year. Bill Levison calculates a carryover of approximately $22,000 to Lexpress FY07 accounts. Town figures have not been released and will be compared when available. Lexpress ridership in FY06 increased from the prior year by 11,122 riders. FY08 Budget TAC supports a shift in parking administration staff costs from Lexpress to Parking in the FY08 budget. Hank will advocate for this change with the Town Manager. Gail estimates that it would reduce Lexpress staff costs by 50%. Parking, as a revenue-producing program, could absorb administrative costs from annual revenues. This recommendation is consist with town management's efforts for full program disclosure. Revenue Bearing Accounts A meeting will be held on July 13 between Gail and Rob Addelson, town's financial manager, to review Lexpress accounts. TAC's strong desire to create interest-bearing accounts for TDM funds will be emphasized. Farmers Market Flyers are posted on the buses and at the Farmers Market promoting free rides on scheduled Lexpress routes, Depot Square to the Farmers Market, between 2pm and 6 pm each Tuesday through October 31. Due to limited street parking, it provides an option to park in the attended Depot Square lot and use Lexpress to and from the Market. It was recommended that a large display presenting this service be posted at the Market. Gail will explore. Route 5 Inquiry A resident wrote the Town Manager questioning the function of a town financed bus going to the Burlington Mall and her observation that it attracts few riders. Gail provided background information to the Town Manager and Hank spoke directly with the resident. Lexpress RFP Vehicle research has commenced for the Lexpress RFP scheduled for autumn. TAC discussion raised the following issues to be clarified: maximum length of vehicle as 30 feet; cutaway versus mini bus; diversified fleet in regards to age of vehicles and size; EPA 2007 engine requirements to be fully implemented by 2010; flexibility in scheduling service hours especially minimum hours required; exterior design. The 2003 RFP was discussed and clarifications will be asked of the town comptroller regarding: legal status of drivers; length of contract; listing of evaluation criteria as "desirable" or " undesirable."
