Article 2 Report from TAC
➢ Sara to ask Town Meeting moderator, Deb Brown, to permit a brief TAC report at Town
Meeting on April 13.
➢ Report will focus on Lexpress gains in past year including ridership, fares, reduced tax
levy contributions, and Traffic Mitigation involvement. Gail will provide data.
➢ TAC position on Articles maybe noted.
Patriot Partners Re-Zoning Mitigation Terms
➢ Elaine at a recent TMG meeting asked Susan Yanofsky to check numbers offered in any
mitigation for comparability.
➢ At 12 K yearly with no CPI and interest of.025, 250 K would last for 32 years.
➢ At 12 K/yr, with CPI of.025, 250 K would last about 20 years.
Beal Ledgemont Re-Zoning Traffic Mitigation
➢ Positives: Left turn restrictions during peak commute hours from property onto Spring St;
$500,000 contribution for infrastructure improvements; on site transportation kiosk; on
site transportation coordinator; bike racks; preferred parking for van pools; 128 BC/TMA
membership; $200,000 contribution to Lexpress.
➢ Negatives: No incentives to reduce SOV commuting; excessive parking spaces; no
enforcement mechanism; unspecified duties of on site transportation coordinator.
➢ Beal's terms are similar to past mitigation rezoning proposals supported by TAC.
➢ TAC is interested in getting Bill's perspective on TDM measures before taking a position.
Article 45 TDM Overlay District for Hartwell Ave
➢ Gail will ask Planning Dept for updated Article 45 documents to be shared with TAC.
There is revised language, but infrastructure continues to be stressed.
➢ Article 45 Sections (6) Parking and Traffic Demand Management and Section (7) Special
Permits are of special concern.
Article 48 TDM Lexpress Contributions
➢ A final copy of the Article 48 motion has yet to be received.
