HomeMy WebLinkAbout2009-04-21-TAC-min Transportation Advisory Committee Minutes April 21,2009 Present: Sara Arnold, Sally Castleman, Elaine Dratch, Francine Stieglitz Liaison: Hank Manz (Selectmen) Staff: Gail Wagner, Patriot Partners: Steve Rice, Joe Zink, Eric Felinger Patriot Partners/Lexington Technology Park Re-zoning Proposal ➢ Steve Rice of Patriots Partners reviewed the scope of the proposed project. ➢ He distinguished the 2007 Shire development that involved the outright purchase of land and TIFF considerations. ➢ Current re-zonings project will be developed and managed by Patriot Partners. It will adhere to the current building footprint, but will raise heights of buildings to increase FAR. Tallest buildings are closest to Route 2. TIFF not involved. ➢ Eric Felinger of Tetra Tech Rizzo Associates addressed site traffic generation and evaluated an increase of approximately 400 trips in the morning and afternoon primarily from Route 2 (60%). Other impacted streets identified: Marrett Rd- 20%, Waltham St- 15% and Spring Street south-5%. ➢ Existing traffic mitigation conditions: on-site TDM program, contributions to Spring St sidewalk and Spring/Marrett improvements, $20,000 annual Lexpress payment subject to CPI, member 128 Business Council's Alewife shuttle, and Police control or traffic light on Spring St. ➢ Proposed traffic mitigation conditions: contributions to roadway improvement fund, possible traffic signal Spring St/Concord Ave, added $12,000 annual contribution to Lexpress, and traffic calming Shade St. ➢ An Open House for the public is scheduled for Sunday, May 3. ➢ Added information is available at www.lexingtontechnologypark.com ➢ Neighbors' concerns focus on building heights, added traffic area, and quick pace in developing this property. Article 45 Planning Board's TMO district for Hartwell Ave ➢ Planning Board has acknowledged need for TDM aspects when a RFP to study Hartwell Ave is developed. ➢ TAC feels the Planning Board has expanded its focus beyond infrastructure concerns and voted to support Article 45. Article 42 Beal's Ledgemont III re-zoning Proposal ➢ It is unfair to hold this development to a TMO district plan as none currently exits. ➢ Proposed traffic mitigation plan includes TAC's three principles (infrastructure, transportation support, and implementation). ➢ Transportation support includes joining 128 BC Alewife Shuttle and a lump sum $200,000 Lexpress payment when occupancy permits are issued. ➢ TAC voted to support Article 42 Article 48 TDM Lexpress Contributions ➢ TAC will meet to establish position on Friday, April 24.
