HomeMy WebLinkAbout2009-03-16-TAC-min Transportation Advisory Committee Minutes March 16,2009 Present: Sara Arnold, Sally Castleman, Elaine Dratch, Francine Stieglitz Liaison: Richard Canale Staff: Gail Wagner Beal Corporation's Traffic Mitigation Ledgemont 3 ➢ Sara and Elaine met with Carl Valente and Rob Addelson. The Town has no desire to modify the Beal mitigation terms. As a Selectmen's advisory committee, TAC may consider making a statement at the Selectmen's meeting on March 16. ➢ TAC will make a statement. It will emphasize the importance of mitigation funds to maintain public transit in Lexington. Acknowledge that there are other critical town needs to be addressed through mitigation, such as infrastructure. Inquire who will ensure ongoing annual transportation obligations, such as membership in a TMA and commuting reports. TAC will request updates regarding Patriot Partners' current mitigation negotiations. Article 48- TDM agreements mandating Lexpress contribution ➢ TAC supports the intent of the Article, but given the current political climate fears Lexpress may get caught in the backlash resulting from competing mitigation interests. ➢ Dawn would like TAC's support, but will proceed with or without it. ➢ Dawn has consulted lawyers representing the Town. Two lawyers feel the Article is not defendable and a third feels it has merit. ➢ Bill Levison has reviewed Dawn's numbers. Bill found them flawed since full interest cannot be computed in light of annual budget draws that reduce the principal. ➢ Dawn will update TAC on March 17.
