HomeMy WebLinkAbout2009-02-18-TAC-min Transportation Advisory Committee Minutes February 18,2009 Present: Sara Arnold, Sally Castleman, Elaine Dratch, Danny Moraff, Francine Stieglitz, Liaisons: Richard Canale, Hank Manz Staff: Gail Wagner, Susan Yanofsky (Economic Development) Guest: Dawn McKenna Beal Corporation's Traffic Mitigation Ledgemont 3 ➢ Susan Yanofsky summarized the updated terms of the Beal traffic mitigation to be discussed by the Planning Board on February 25. ➢ Town negotiators were Carl Valente (Town Manager), Jeanne Krieger(Selectmen), Mary Ann McCall Taylor (Planning Dept). Charles Horning (Planning Board), Susan Yanofsky (Economic Developer). ➢ Terms: $500,000 paid at time building permits are pulled and an additional $300,000 when certificate of occupancy is issued. Of the $300,000, conservation gift fund is to receive $20,000 and $200,000 designated for transportation services that"may include Lexpress." ➢ Total compensation of$800,000 is based on $5 per square foot of rental space excluding parking lot. ➢ Annual TDM payments were not pursued due to anticipated possible problems with future collections. ➢ Lexpress as recipient of$200,000 or some portion is not clearly stated when wording is compared to prior TDM documents. ➢ Original Beal Lexpress' terms were $10,000 annually for 50 years with CPI applicable. At the current CPI average of 3 percent, this equates to $1,127,969. New terms are not as advantageous to Lexpress. ➢ Town negotiators did not consult TAC. ➢ TAC intends to comment at the Planning Board meeting on February 25 as to concern with lack of input, vague Lexpress wording, and funding. Article 45 —Hartwell Transportation Management Overlay District ➢ An updated draft was discussed. ➢ It provides certainty to the TDM process, as intended. ➢ Lexpress is not noted in this draft and Section C specifically excludes use of funds for operational cost. Article 48- TDM agreements mandating Lexpress contributions ➢ Dawn McKenna's warrant article is geared to securing operational funds for Lexpress or a subsequent town transportation program. ➢ Dawn is working on documents, which include a funding formula that will be sent to TAC for review. ➢ Documents to be presented at the Planning Board meeting on February 25. Updates ➢ TAC approved Lexpress' participation in Patriot's Parade on April 20. As in the past, it will incorporate the Senior Center. ➢ Francine Steiglitz will contact LWV regarding community efforts to observe Earth Day in Lexington Center. ➢ Richard has refined his list of Transportation Planning Principle's that will be brought to the Planning Board.
