TDM Allocation for FY11 Lexpress Budget
➢ Carl presented a table of TDM funds including annual and projected.
➢ TAC explained their TDM allocation plan as established at the last TAC meeting.
It has three components: mandatory annual payments anticipated in the current
fiscal year, voluntary annual components received in the prior fiscal year, and
1/20th the initial value of each lump-sum payment.
➢ Receipt of additional lump-sum payments will increase the annual TDM
allocation to the Lexpress budget.
➢ FY11 TDM recommendation is $78,000.
➢ Carl accepted this figure.
Lexington Place Annual Pass Sales
➢ Lexington Place, site of the former Battle Green Motel, contributed $2,000 in
FY09 as a TDM agreement for the purchases of passes.
➢ Carl advised that this money has to be voted into the TDM stabilization fund at
spring Town Meeting prior to pursuing pass distribution to residents of Lexington
Place.
Lexington Fund
➢ Lexington Fund has received contributions in the name of a founding TAC
member.
➢ Gail submitted a letter stating that last year 43 Lexpress passes were issued to
residents at no cost upon referral by the Human Services staff.
➢ These uncompensated passes total $12,250.
➢ Lexington Fund was asked to consider allocation of funds to Lexpress to mitigate
this cost.
➢ TAC wants funds to be appropriated after July 2010 for the FY11 budget. Elaine
will explore.
TAC Charter Revisions
➢ The Selectmen have yet to address TAC's request to update its charter.
➢ Carl explained the Town's need to clarify functions of several transportation
committees and an existing gap in overall traffic planning.
➢ The Town's new traffic calming policy magnifies this gap.
Lunchtime Shuttle from Hayden Avenue to Lexington Center
➢ There is no new information since Dawn McKenna initiated the topic prior to the
Cubist Special Town Meeting vote.
➢ Gail suggested the Economic Development Officer may have added information.
➢ In the event such a service was initiated, procurement of buses by the Town, 128
Business Council TMA or the developer was raised.
Hartwell Avenue Study
➢ Richard feels the Planning Board needs to give direction to transit issues.
➢ A TMA consultant is part of the study, but has had a limited role.
➢ TAC's comment in developing Hartwell Avenue Study RFP encouraged inclusion
of transit issues impacting the area.
Route 3 Express 7:45 am Run
➢ Trial period is from Nov 30 to Feb. 26. Riders are tracked daily.
➢ Of the 6 days to date, there were four (4) days with riders and two (2) days with
none. Highest daily rider count was three (3).
TAC's Role as a Committe
➢ Town Meeting: No issues to date.
➢ Promoting public transit: Larry suggested promoting Route 3 Express on Town
List Serve. He will explore.
➢ Elaine will meet with new COA member,Nancy Adler, to discuss senior
transportation.
