HomeMy WebLinkAbout2010-09-27-TAC-minTransportation Advisory Committee Date: September 27, 2010 Members Present: Sara Arnold, Sally Castleman, Elaine Dratch, Bill Levison, Peter Levy Members Absent: Larry Link, Danny Moraff, Francine Stieglitz Liaisons: Richard Canale, Planning Board Staff: Gail Wagner Approval of previous TAC Minutes postponed until next meeting Hartwell Avenue TMOD ➢ TMOD document has been divided into two distinct documents upon recommendation of Town counsel: regulations and plan agreements. ➢ Concern that small versus large developments not defined. ➢ Reference to three (3) levels of review: • Gut building, nothing new added — no mitigation • Added footage, reviewed by Planning Director — discretionary mitigation • Special permitting required, submit to Planning Board — accept or reject ➢ Regulations include $5 per square foot for traffic mitigation fees applicable only to expanded footage. ➢ TMA membership required, but specific TMA involvement is left to employer. This includes identification of a TMA. Town must provide some guidance. ➢ Expanded bike lanes on Hartwell Ave may serve as express bus lanes. ➢ 20/20 Vision should be cornerstone for Planning Board Policy, but is never referenced. ➢ Public hearing for Hartwell Ave TMOD will be held in late October. ➢ It was suggested that Planning Dept develop a chart to help the public understand these confusing documents. Sidewalk Committee statement on Hartwell TMOD ➢ Statement was distributed and read encouraging improved pedestrian accessibility. TAC Letter to MBTA Advisory Board supporting bus service on Hartwell Ave. ➢ Draft letter reviewed. ➢ Vote taken and motion passed to send letter of support to MBTA Advisory Board. Lexpress over capacity on 7:05 am runs ➢ Schedule modifications have improved situation. These are: • Advancing start time by 5 minutes to lam • Route 4 finishing Route 2 with pick ups at Lexington Ridge at 7:18 am and April Lane at 7:20am ➢ LHS Transportation Dean emailed Lexpress Office in appreciation of these efforts. ➢ Added buses not an option due to budget. Schedule adjustments to better distribute riders throughout day? Taxis for over capacity riders? No stranded riders to date. Lexpress FY12 TDM Allocation ➢ Bill Levison developed 3 levels of funding. ➢ Vote taken and minimum withdrawal level, $78,061, was approved.
