3. MINUTES
Approval of Minutes of Regular Meeting of September 14, 2011
Upon a motion by Leo McSweeney and seconded by Robert D. Peters, the Board
voted to approve the Minutes of the Regular Meeting of September 14, 2011, all
members having received copies. The roll call vote was as follows:

Upon a motion by Robert D. Peters and seconded by Leona Martin, the Board
voted to accept the Bills and Checks as presented for September 2011. The roll call
vote was as follows:

5. EXECUTIVE DIRECTOR'S REPORT
A. Mass NAHRO Board Member Certification Program
Mass NAHRO is offering training for Board members. Melinda attended a course
last month and is scheduled to attend another this month. If other Board members
are interested in attending any session, please call Kathy and she will take care of
registration. The instructor for many of the courses is our federal Attorney Jeff
Driscoll.
B. LHA and Parker Financials
The Board was given copies of financials for review. The housing authority
reserve is at 26.5 %. The Formula Funding has helped increase the reserve.
C. REAC scores
The REAC inspections were done last month. Our score as 99.7 which is
excellent! Our maintenance staff keeps the units in top shape and this is reflected
in our outstanding score. The tenants were aware of the inspections and
participated by working with the staff.
D. Project updates, awards and bid results for all sites
We received a letter from the Planning Board after their review of the special
permit issued when Greeley Village was built. Steve needs to file an application
with the ZBA to modify the special permit. We will continue to move forward with
the initial funding phase from CPA.

We finally received the Order of Conditions from the Conservation Department for
the Vynebrooke Village water remediation project. DHCD made a site visit and
suggested that we request a proposal from our civil engineer to continue and oversee
the project. As soon as we receive the RFP, we will determine how to proceed. The
bidding process will be in two phases; interior and exterior.
The Greeley Village siding project bid was 9/22/11. Because this is a mixed
funding project, DHCD is having concerns about the Alternate #1 figure from the
lowest bidder. New England Builders has assured DHCD that they can complete the
project with the figures provided.
Upon a motion by Leona Martin and seconded by Robert D. Peters, the Board
voted to accept New England Builders as the lowest bidder, contingent on a
formal review and approval from DCHD, for the Greeley Village siding project.

Steve is waiting for the laundry contracts to be executed by MacGray, who was
awarded the contract at the last Board meeting.
E. NAHRO Fall Conference (11/14 & 15) and Program Ad
The annual Mass NAHRO Fall Conference is being held in Norwood this year on
November 14 and 15 Steve is planning to attend. If Board members are
interested in attending, please contact Kathy and she will register you.
In previous years, the housing authority placed a full page ad in the program book
for a cost of $100.00. The Board would like to do the same this year.
Upon a motion by Leona Martin and seconded by Robert D. Peters, the Board
voted to place a full page ad in the Mass NAHRO Fall conference program book in
the amount of $100.00. The roll call vote was as follows:

F. National NAHRO election news
The National NAHRO election is underway for the 2011 -2013 term. Steve
Merritt, Executive Director of Norwood Housing Authority, is running for
senior vice - president. He is a very strong advocate for Public Housing. Members
will be receiving an email with voting information and instructions.
5. UNFINISHED BUSINESS
Steve provided the Board with copies of our current personnel policy and a template
from an updated policy from another housing authority. The Board had many
concerns regarding how large and redundant this template is. Steve's concern
centers around progressive discipline and accrual of vacation time if an employee is
out on workers compensation.
The Board asked Steve if he could gather information for the next Board meeting;
specifically to find out:
a.) If this template been approved by the legal department of DHCD
b.) If our current policy been approved by the legal department of DHCD
c.) Can he acquire an approved copy of a personnel policy from DHCD attorney Lori
McBride
Once the Board has these concerns addressed, they can begin to work on compiling
our updated personnel policy.
Our Federal property insurance has been renewed. We are waiting for the updated cost
estimates using prevailing wages from our agent. Once that information is available
our limits may be increased.
7. NEW BUSINESS
The Board was given information on upcoming flu shot clinics.
Steve informed the Board of the sudden passing of the Executive Director of
Stoneham.
The housing authority received a donation from a local family of lamps, chairs, TV's,
assorted garden tools, end tables, shredder, ladder and fireplace screen. These items
will be enjoyed by our tenants in the community rooms.
The housing authority placed an ad in the newspaper stating that we are accepting
applications for family Federal housing. Applicants who work or live in Lexington are
encouraged to apply.
Melinda was contacted by a member of the task force that is reviewing the Town trash
contract inquiring as to whether the housing authority is interested in j oining the Town
contract. Currently the housing authority is under contract with Waste Management
until July 2012. Bill Hadley, the Director of the DPW, will be in contact with Steve in
the future. At that time, Steve will review the options.
