Also in attendance was David Kanter, member of the Capital Expenditures Committee
(CEC).
The meeting was called to order at 3:05 pm by Ms. Manz.
1.Town Meeting and FY12 Project Year Wrap-up –
Ms. Manz
acknowledged areas where she hoped to improve. She noted that the CPC
Report to Town Meeting should be started earlier to allow more leisurely
review by committee members and that future CPC Public Hearings should
include prior notification to the TMMA and confirmation of LexMedia
coverage. She asked members their opinions on the voting process for CPC
articles at the recent March Town Meeting, to which there was mixed
reaction. Some members felt the CPC articles should all be voted at once,
while many felt an individual vote was more appropriate. A straw vote was
taken, which recorded the majority opinion supporting individual voting (6-2).
Members noted that they appreciated receiving Town Counsel’s opinion early
in the review process, and suggested that Kevin Batt attend a CPC meeting
next fall to be available for questions.
There was a general discussion of Town Meeting’s vote against a CPA
allocation of $30,000 in planning funds for the Leary property. Members felt
some neighbors interpreted the vote as a referendum on the whole project,
which was generally agreed by members as unfortunate.
2.Signs for CPA-Funded Projects –
Ms. Shaw reported on her progress
regarding the design and installation of signs for active CPA-funded projects.
She said the signs would be 18”x 24” and would be mounted on two stakes.
The cost for each sign was approximately $175. The Committee voted (8-0) to
approve $3,000 for the purchase of up to 10 signs, and to authorize Ms. Shaw
to represent the CPC before the Historic Districts Commission to seek
approval for the installation of signs in Historic Districts.

3.Committee Appointments –
Ms. Manz noted that she had received a note
from the Town Clerk reminding Committee members to seek reappointment
from their sponsoring committees should they wish to serve another two-year
term on the CPC. The sponsoring committees will then need to notify the
Selectmen of the appointments, so that the Board can review and act upon the
requests.
4.Election of the CPC Chair –
Ms. Manz announced that at the first meeting in
the fall, the CPC would be electing a Chair for the following year.
The meeting was adjourned at 4:07 pm.
