HomeMy WebLinkAbout2010-10-21-BLUPC-min Minutes regarding meeting of Busa Land Use Proposal Committee Date: 10/21/10 The meeting was called to order shortly after 7:00pm by Chairman David Horton. In attendance were David Horton, Pam Shadley, Ginna Johnson, Ric Fulop, and Al Zabin. Absent: Bill Dailey, Deborah Strod th At the start of the meeting the minutes for September 28 were unanimously approved. Public Comments made during the public comment period: Janet Kern of the Lexington Farm Coalition clarified to the committee that at open forums there was strong support of the farming option and that most of those who spoke at the forums are not part of the coalition. She wanted to make sure those who spoke are speaking at their free will and that there should be no confusion on that for the record. She does not know who half those people are. th Ms. Tsvetkov had questions on what to expect for the November 4 meeting. In particular there was a question on whether any bylaw or zoning changes needed to be specified. She presented documents from the town’s open space plan (1996) stating that the BUSA property is critical to water quality and authentic value. This document from the conservation commission clarifies the Busa parcel as a critical property that should be protected as open space. She also made the point that the town of Lexington is over 10% affordable housing. The meeting agenda then began with a discussion of the draft criteria for land use proposals. David indicated that his research had not turned out any traffic studies in the area. The question of availability of the survey for the site was brought up and it was indicated that the survey would be on the website shortly. There was a discussion about which groups should present and who had requested to make a presentation and was concluded that the following three groups would be making presentation proposals: Lexington Community Farm Coalition o Lexington Housing Partnership o Lexington Recreation Committee o The group then discussed the time allotment for the presentations and additions to the website. It was also discussed that the site survey would be available the week of the th . 24 The Chairman led a discussion on follow up dates for future meetings and it was nd concluded that the best tentative dates for future meetings were December 2 and th December 16. The committee discussed various options to ensure the public has a chance to comment on the proposals that would be presented by the three different constituencies. Ric Fulop requested clarification from the recreation department of the % of usage of the fields by other towns. There was a move to adjourn the meeting. Passed unanimously at 8:16 p.m.
