HomeMy WebLinkAbout2002-12-17-EC-minEnablement Committee Meeting Minutes December 17. 2002 Review of Minutes: Handicapped Parking during voting: Donna Hopper is reluctant to provide additional handicapped parking at voting locations. She has reported that the spaces currently available are within the regulations. Action Item: • May be a space missing at Diamond School, Barbara would like to see it replaced (or returned to the previous configuration). • Fire station has one that is not a very obvious space. Complaint Form: It was agreed that Steve Frederickson to a future meeting to discuss the role of the Inspection Dept in enforcing accessibility as it applies to places of public accommodation in Lexington, including renovation. Action Item: Steve will contact Steve Frederickson to attend the January Enablement Committee Meeting. Liberty Bus Correct spelling of names: Traber and Joel Berman School Construction: Add reference to Harrington School MET State RFP: Revise to reflect that Chuck would review the RFP to determine if there were any references to accessibility. Action Item: Join forces with Fair Housing to press forward. Sue C will go to a Fair Housing meeting see if they are comfortable including our concerns in their message, and will also take that opportunity to introduce them to Visitability Standards. ADA accessibility training in schools Chuck Cole took note or the availability of MOD training in Framingham this winter. Minutes approved with the above corrections Capital Plan reviewed- looks good Curb Cuts: Sue would -like to pursue a memorandum of understanding with DPW to include curb cuts c> Mailed in the' 993 ADA audit in the road resurfacing effort. Hadley will be called first; Mr. Whitc will receive a follow -up call. Discussion about being a Commission: Distinctions between a cornrnittee and a conanaission a commission can be given monies from the town like HP parking violation revenues and grant monies (for activities like training or public awareness activities —could possibly be a mechanism to secure funding to produce the video for the historic buildings); must have "an elected official or appointed official of that city or town." Commission must be established by through the Town Meeting process. Similarities: the committee and the commission are still answerable to the Town Manager Action Steps: Chuck put forward a motion to move forward with the development of a Commission in time for this session of Town Meeting. We call the absent members, and pending their approval and that of the Town Manager, we will file for a warrant tbat allows the town to form the Lexington Commission for Persons with Disabilities. Victoria seconded the motion. Motion Accepted. Barbara will call Bob and Richard; Victoria will email Jennifer and Dann; Chuck will make inquiries with the Town Clerk about the warrant process; Sue will email the Town Manager to elicit support. Sue will try and follow -up with the warrant process on Friday. We will need to have a warrant in place by 12/26. Dunkin Donuts: Bathroom is accessible, pathways- parl(ing are not. Traffic Safety: Barbara reported that additional traffic signals are not possible in down town because of a 300 (foot or yard) between signal requirement. Final Farewell to Steve for his steadfast support, limitless patience and diplomacy, and most of all, for being a wonderful human being.
