The meeting was called to order at 7:30 pm. Old Business Minutes November 30, 2010, and February 17, 2011 minutes are not available. Visit from LexHAB Board LexHAB board members described a proposal to move forward to meet with Board of Selectmen about the importance ofaffordable housing th . dughout Lexington. The LHP moved and seconded a motion to support the LexHAB proposal to seek commitment for - affordable housing from the Board of Selectmen. Busa Proposal Follow up Mr. Kreutziger described a concept:plan for the Busa property and the research he embarked on to get background information about availability of sanitary sewer, water, grading and other utilities. The concept has are athletic field, 1.2 acres for housing and area for farming. • The group discussed the pros and cons of various aspects of the plan. • Ms. Kluchman noted that the work Ken did on this effort was likely wort) $15,000 of pro -bono land planning services, The group thanked Ken for his extensive work and research. Down payment Assistance Program Discussion was put off until the April meeting. New Business Lexington Housing Foundation (LHF) funding request The LHP adjourned for the purposes of opening the LHF meeting. The LHP reconvened following the LHF meeting. DRAFT March 24, 2011 minutes Discuss Partnership Goals The group agreed by consensus that the next steps were for an ad hoc group to put together a list of overall goals that could direct the work for the Partnership. The draft goals will start with the list from January and "massage" it to add different levels and details in terms of Goals, Strategies and Actions. Y2 The next meeting will be held on A d:a 2011 The meeting was adjourned at 9:50 pm. 2 DRAFT March 24, 2011 minutes iii ■ r rr ■■ Housing Lexington r: r , . p Office of Selecti en Town of Lexington 1625 Massachusetts Avenue Lexington, MA 02420 Board of Selectmen, March. 14,2011 Lexington agreed to support the Metro West Collaborative Developers (MWCD) in February 2010 when we signed a Memorandum of Agreement with Belmont, Waltham and Watertown in a joint effort to produce affordable housing in all four towns. The FY 2011 8100 'Board of Selectmen Budget contains $10,000 to continue funding Metro West Collaborative Developers, now in their second year of operation. This request is to remit $10,000 to Watertown Community Housing c/o Jennifer Van Campen, Executive Director, 63 Mt. Auburn St. Watertown, MA 02472 for MWCD. Watertown Community Housing currently serves as fiscal agent for MWCD. Attached you will find a summary of activities in support of Lexington that have been undertaken by MWCD. In addition affordable housing production opportunities have been pursued in the other three towns in the regional collaborative. Summary of MWDC activities in support of Lexington affordable housing initiatives. LearyNine St. Parcel: 1. Coordinated support from Sasaki Associates to produce several site development options 2. Developed pro - forma cost estimates for 6, 10 and 12 unit scenarios and investigated possible state and federal funding sources as well as Low Income Housing Tax Credit (1,111TC) financing. 3. Met with Leary Housing Task Force and coordinated with interested architect and town planners. 4. Coordinated a meeting with local investors to explore their interest in LIHTC financing. 5. Supported the Boston Architectural School Visualizing Density Project to extend Lincoln Institute studies to the local area. 6. Performed a density analysis of affordable housing developments in Lexington. 7, Coordinated with LexHAB to determine how support from MWCD could best be used. Busa Land Use Studies: L Provided inputs to the Lexington Housing Partnership to aid in their site development suggestions. 2. Performed cost analyses to produce a pro -forma and identify funding options for affordable housing options on. the site. Other Affordable Housing options in Lexington: 1. Evaluated the Dana I1ome for possible reconfiguration as affordable housing. 2.
