HomeMy WebLinkAbout2010-07-01-HDC-Min Town of Lexington Historic Districts Commission MINUTES OF July 1, 2010 Commissioners present: Chairman, Joseph Welch, Alfonso Hernandez, and Paul Ross, Associate Commissioners present: Carl Oldenburg, Marilyn Fenollosa, Scott Kyle, and Barbara Feldman Department Clerk: Amy Casparius Absent Commissioner: Daniel Griffin and Robert Warshawer PETITIONS HEARD: FORMAL HEARINGS 45 Bedford Street, map57 lot 144- Shawn Newell, Facilities Department, Town of Lexington, received approval by a vote of 5-0 for a dryer vent and a kitchen hood vent. These two vents are placed on the rear of the building. Mr. Newell presented photographs of the building showing where the vents are. Certificate No. 2010C-30 Voting Commissioners were Chairman, Joseph Welch, Alfonso Hernandez, and Paul Ross, and Associate Commissioners Carl Oldenburg, and Marilyn Fenollosa 5 Hancock Street, map 56 lot 35 –Mia Shapiro, received approval by a vote of 5-0 to re-roof using Architectural shingles. Cut sheets of the roofing materials were provided. Certificate No. 2010C-31. The Shapiro’s will paint samples of color on their house to see what they and the commission think is appropriate for the house and neighborhood. Voting Commissioners were Chairman, Joseph Welch, Alfonso Hernandez, and Paul Ross, and Associate Commissioners Carl Oldenburg, and Marilyn Fenollosa 19 Hancock Street, map 56 lot 54- Doug Wilson received approval by a vote of 5-0 to replace two windows with configured tempest fiberglass, and a copper gutter and down spout on entrance vestibule. Certificate No. 2010C-32. Photographs of existing condition of window, computer generated image of the new window, and detailed drawing of proposed window. This hearing is continued for siding and gutters Voting Commissioners were Chairman, Joseph Welch, Alfonso Hernandez, and Paul Ross, and Associate Commissioners Carl Oldenburg, and Marilyn Fenollosa 1038 Massachusetts Avenue, map 30 lot 74- William and Ann Fisher received approval by a vote of 5-0 to install a fieldstone retaining wall on the front of their property. They presented a drawing of existing and proposed stone wall, photograph of existing property and, photograph of 956 Massachusetts Avenue to show what would really look like. Certificate No. 2010C-33 Voting Commissioners were Chairman, Joseph Welch, Alfonso Hernandez, and Paul Ross, and Associate Commissioners Carl Oldenburg, and Marilyn Fenollosa 5A Eliot Road , map 39 lot 24A- David and Peggy Harris received approval by a vote of 5-0 to change the material used for their front stairs, and walkway, extend the railing, widen walkway and add a curve in the walkway. Photographs of existing condition, detailed drawings of proposed work and a plot plan were all presented. Certificate No. 2010C-34 Voting Commissioners were Chairman, Joseph Welch, Alfonso Hernandez, and Paul Ross, and Associate Commissioners Carl Oldenburg, and Marilyn Fenollosa 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 Minutes of July 1, 2010 1625 Massachusetts Avenue , map 48 lot 169- Jack Glassman, AIA, Bargmann Hendrie & Archetype, Inc., representing, Town of Lexington, received approval by a vote of 5-0 for changes to the east and west entrances. These changes are necessary to meet accessibility requirements. The architect disscussed what differences there will be from the existing ramp at the Police Station and the new ramp in front of town hall. Photographs of existing conditions, Photographs of police station entrance to show real life example, computer generated images of proposed work, detailed drawings of proposed work, and color exterior site plan showing proposed work were all presented. Certificate No. 2010C-35 Voting Commissioners were Chairman, Joseph Welch, Alfonso Hernandez, and Paul Ross, and Associate Commissioners Carl Oldenburg, and Marilyn Fenollosa CONTINUED HEARINGS 72 Waltham Street, map 48 lot 79 – Eric Zanin, received approval by a vote of 5-0 to build a fence between their driveway and back yard. Photograph of proposed location and cut sheet of proposed fencing were presented. Certificate No. 2010C-36 Voting Commissioners were Chairman, Joseph Welch, Alfonso Hernandez, and Paul Ross, and Associate Commissioners Carl Oldenburg, and Marilyn Fenollosa 35 Hancock Street, map 56 lot 46 – Patrick Carroll, received approval by a vote of 5-0 for placing the main body of the house from 1991-1993 Massachusetts Avenue on this site and building an addition. Certified plot plans and building plans were presented. Certificate No. Commissioner Paul 2010C-38. This Hearing will remain open until the project is completed. Ross recused himself from this hearing. After speaking with town council it was determined that Associate Commissioner Marilyn Fenollosa does not need to recuse herself. Due to the fact that Mrs. Fenollosa did recuse herself at the first hearing she did not vote. Associate Commission Scott Kyle, who read the minutes and studied the plans from the first hearing voted instead. Voting Commissioners were Chairman, Joseph Welch, and Alfonso Hernandez, and Associate Commissioners Carl Oldenburg, and Scott Kyle 1991-1993 Massachusetts Avenue, map 57 lot 9B- Patrick Carroll, received approval by a vote of 4-0 for demolishing the newer additions and moving the main block of the house to 35 Hancock Street. Chairman Joseph Welch reconfirmed what would happen to the foundation hole. Mr. Carroll stated the agreement with the Church is that the foundation would be removed; hole compacted with loam and seeded for Grass. If St. Brigids would like to do anything else with that area in the future they will need to come before the Commission. Certificate No. 2010C-37 Commissioner Paul Ross recused himself from this hearing. After speaking with town council it was determined that Associate Commissioner Marilyn Fenollosa does not need to recuse herself. Voting Commissioners were Chairman, Joseph Welch, and Alfonso Hernandez, and Associate Commissioners Carl Oldenburg, and Scott Kyle 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 Minutes of July 1, 2010 1605 Massachusetts Avenue, map 48 lot 169 - Patrick Goddard, Lexington Public Facilities, requested the hearing for exterior lighting be continued until August 2010 INFORMALS Town Center: David Pinsonneault presented the idea of putting a few big belly trash barrels in the town center. A few commissioners were concerned that these barrels are bigger than what is currently there. The point was raised by another commissioner that the current trash barrels are not adequate for the town center needs on weekends and these barrels may be the solution. Currently there is a big belly trash barrel at Lincoln Park if the commissioners would like to see one in reality. A map of the town center showing where the big belly’s might go and photographs of these same trash barrels in Salem’s Historic Districts, were presented. 1475 Massachusetts Avenue map 48 lot 276: Sarah Springer-Kotelnikov, representing Muzzey Condominium Association, regarding a building wide window policy. Ms. Springer-Kotelnikov let the commission know that the residents of Muzzey High Condominium approved the window plan. There are quite a few residents who would like to purchase new windows in 2010-2011. They will come back for one more time for a formal vote by the commission. Town Center Marita Hartsorm, from the Lexington Bicycle Committee presented an idea for bicycle racks on the eastbound side of Massachusetts Avenue. Mrs. Hartsorm stated people are locking their bikes up against trees and meters, and the businesses on that side of the street would like to see them. These bike racks are part of a grant the town has received and they must be placed on public property. The commission is worried there is not enough space on the eastbound side of Massachusetts Avenue. The bicycle committee will do some more research and present formally. OTHER BUSINESS Marilyn Fenollosa: spoke a little about the Cultural Resource Survey which the Historical Commission Maintains, and how houses could be placed on the list. Anyone can suggest that a house be deemed significant and the Historical Commission will do a survey. The exception to this rule is if an owner has already submitted an application to demolish the house, the commission can not deem the house significant in order to enact the Demolition Delay. Joseph Welch: Spoke about the Open Meeting law changes which took effect July 1, 2010. Upon motion duly made and seconded it was voted 5-0 to adjourn the meeting at 11:00PM 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420
