Commissioners present: Chairman Joseph Welch, Lynn Hopkins, Alfonso Hernandez, and
Daniel Griffin Jr.
Also present were Associate Commissioners: Carl Oldenburg, and Marilyn Fenollosa and
Department Clerk Amy Casparius.
