Benny Hung presented a plan to re-align a parking lot and sidewalks to provide easier access to buses and provide a safe walking route from the northerly parking lot to the school. Comments from the Commission follow: Joyce Miller read letter from Karen Simmons into record. Mr. DeMango agreed that the Recreation Departments concerns would need to be revisited. The Commission asked for pervious concrete examples and sidewalk design details. Sergio DeMango presented plan for sidewalk extensions. Page 1 of 2 MINUTES – LEXINGTON CONSERVATION COMMMISSION MEETING May 10, 2011 Comments from the Commission follow: The Commission questioned the grade of the southerly sidewalk and wanted it noted for the record that this sidewalk falls within the 100 foot buffer zone to wetlands. The Commission would like to condition that pervious concrete details be submitted for Administrative approval. Motion made and seconded to issue a negative determination of applicability with conditions, 6-0 in favor. 8:08 pm Hearing: NOI, Minuteman Bikeway, DEP# 201-818, BL 776 Present for the applicant: Michael Flamang, Engineering Department Michael Carter, GCG Associates Documentation: Notice of Intent with attachments Wetlands Impact Summary, received at meeting, undated Public Notice Joyce Miller read public notification into record. Michael Carter presented proposed project and submitted Wetland Impact Summery. The Commission requested the following:  Wetland mitigation and replication proposed and clarification on current and proposed conditions.  Additional site visit at the Revere Street location.  Seed mix details.  Maintenance plan. Motion made and seconded to continue hearing to June 7, 2011 at the applicants request, 6-0 in favor. 8:44 pm Meeting: RDA, Interstate 95, DET#11-07 Present for the applicant: Tara Mitchell, MassDOT Documentation: Request for Determination of Applicability with attachments Public Notice Joyce Miller read public notification into record. Tara Mitchell presented a plan to manage invasive pepperweed through spraying along Interstate 95. Commission would like the following conditions as part of the determination:  Work performed by a licensed applicator.  Annual monitoring reports provided.  Documentation on locations sprayed. Motion made and seconded to issue a negative determination of applicability with conditions, 6-0 favor. Richard Latini presented a plan to repair and repave parking lot. Commission would like the following conditions as part of the determination:  The installation of a filter sock as erosion control instead of proposed silt fence.  The use of wetland seed mix instead of grass seed in the corner of parking lot proposed to be replanted. Motion made and seconded to issue a negative determination with conditions, 6- 0 in favor. 9:00 pm Hearing: NOI, Interstate 95 Rest Area, DEP# 201-824, Map 43 Present for the applicant: Henry Barbaro, MassDOT Gary Garfield, URS Corporation Documentation: Notice of Intent with attachments Examples of Deep Sump Catch Basins, undated, received at hearing Town Engineering Department comments Public Notice Joyce Miller read public notification into record. Tina Mariety presented proposed drainage system changes and submitted detail for deep sump catch basins. The Commission would like silt sack details for the catch basins submitted for administrative review and approval. Motion made and seconded to close hearing, 6-0 in favor. 9:15 pm Hearing: NOI, 38 Adams Street, DEP# 201-819, BL 777, Map 38, Lot 106 Present for the applicant: Michael DeRosa, DeRosa Environmental Consulting Michael Juliano, Engineer Collin Flavin, Flavin Architects Glen Valentine, Landscape Engineer Documentation: Notice of Intent with attachments Town Engineering Department comments Page 3 of 5 MINUTES – LEXINGTON CONSERVATION COMMMISSION MEETING May 10, 2011 Public Notice Joyce Miller read public notification into record. David Langseth read Town Engineering Department comments into record. Joyce Miller read letter from Chester Williams into record. Michael DeRosa presented an overview of the proposed project. Michael Juliano presented proposal for stormwater management. Glen Valentine presented proposed landscape plan. Collin Flavin presented architectural aspects of the proposed house. Comments from the Commission follow: David Langseth raised concerns about many of the drainage details. The Commission was concerned at the location of the house and that it did not meet setback standards and questioned the total square footage within the buffer. David Langseth requested a cross section to the wetland replication area, and the Commission discussed if a peer review would be needed. The Commission requested existing and proposed details on tractor shed. Phil Hamilton questioned if the abutters to the newly acquired property had been properly notified. Stew Kennedy requested invasive management controls details. Duke Bitsko requested a plan for the stormwater systems operation and maintenance. Comments from the audience follow: Audience members expressed concerns regarding; how the wetland replication would affect abutting properties, the possible presents of vernal pools, and the location of the tractor shed. Motion made and seconded to continue hearing until June 7, 2011 at the applicant’s request, 6-0 in favor. 10:10 pm Request for extension to Order of Conditions: 27 Fairbanks Road, DEP# 201-605, BL 564; Map25, Lot 176 Motion made and seconded to extend Order of Conditions for 6 months, 6-0 in favor. Al Gala presented drainage system revisions. Comments from the Commission follow: David Langseth asked by what method the “naturalized area” would become naturalized. The Commission discussed allowing additional structures within 50’ to wetlands and measured impacts from it against the benefits of the proposed mitigation and area allowed to revert to natural state. Duke Bitsko requested the installation of bounds along the border to the naturalized area. Motion made and seconded to close hearing, 6-0 in favor. 10:40 pm Chiesa Farm Picnic, Motion made and seconded to authorize picnic on June 22, 2011, 6-0 in favor. 10:42 pm Informal: 19 Ledgelawn Road, Steve Paris came before the Commission before submitting an application to remove and replace a porch and direct drainage under the porch. David Langseth suggested that a stone bed could possibly be used. Mr. Langseth also noted that if the porch was removed stormwater management would need to be provided for the entire new porch. 10:50 pm Meeting Adjourned.
