MINUTES – LEXINGTON CONSERVATION COMMMISSION March 22, 2011

Vice-chair Phil Hamilton opened the meeting at 7:30 pm in Room G-15, Town Office Building

Documentation: Request for Determination of Applicability with attachments
Present for the applicant: Michael Flamang, Lexington Engineering Department
Michael Flamang presented plans for a town-wide sewer manhole maintenance
project. Work would consist of excavating around manholes, repairing masonry,
and wrapping. Mr. Flamang also asked permission to enter Dunback Meadow
from Clematis Road.
During discussion Mr. Flamang identified that a VAC truck with a 600 foot hose
would be used to remove debris, and that materials would be carried to the project
location in buckets. Mr. Flamang also stated that the engineering department
would reappear before the Commission if the VAC truck required off road access.
Work would begin either right away or in the summer after the wet season
concluded.
Motion made and seconded to issue negative determination with conditions, 6-0
in favor.

Karen Mullin updated the Commission on the results of Peter Fletcher’s Soils
Investigation Report and the Commission reviewed the revised delineation.
Comments from the audience: Abby James, 17 Coolidge Avenue, pointed out that
the 50’ buffer line was mislabeled “No disturbance zone” and the wetland
boundary was mislabeled “No build zone”.
Motion made and seconded to close the hearing, 6-0 in favor.

favor.

Michael Juliano presented plan revisions and supplemental information submitted
since the last meeting.
Motion made and seconded to close hearing, 6-0 in favor.

Motion made and seconded to continue hearing to April 19, 2011 at the applicants
request, 6-0 in favor.

Present for the applicant: Rich Kirby, LEC Environmental
Rich Kirby presented wetland area delineation.
Comments from the Commission follow: The Commission discussed the
possibility of a vernal pool, and suggested that the applicant consider having a
study conducted to determine status of the pool before submitting an application
for further site development.
Comments from audience follow: Steve Breitenfeld of 1361 Massachusetts
Avenue felt that the wetland was a vernal pool and feels that the wetland is
currently under stress.

Willard’s Woods Signage,
The Commission discussed the use of temporary signage regarding existing
regulations. Discussions included reaching out to Friends of Willard’s Woods and
abutters to Willard’s Woods.
Appoint Commissioner to Gordon Souza Trust Fund Committee,
Motion made and seconded to appoint Stew Kennedy as the representative of the
Conservation Commission to Gordon Souza Trust Fund Committee, 6-0 in favor.

Motion made and seconded to issue Certificate of Compliance, 6-0 in favor.
Issue Partial Certificate of Compliance: Pine Meadow Farms,

Motion made and seconded to issue Partial Certificate of Compliance, 6-0 in
favor.
Issue Certificate of Compliance: 8 Rangeway,

Motion made and seconded to issue Certificate of Compliance, 6-0 in favor.
Plan Modification: 124 Maple Street,
DEP# 201-811, BL 767; Map 38, Lot 15
The applicant requested approval to move the limit of work line to allow for
removal of a tree.
Motion made and seconded to approve as a field change, 6-0 in favor.
Cotton Farm Parcel Naming Recommendation to Selectmen,
The Commission would like to recommend renaming Cotton Farm: Cotton Farm
Upper Vine Brook. The Commission would like signs to read Cotton Farm on the
first line, and Upper Vine Brook on the second.
Article 44, Hartwell Avenue Gift of Land,
Selectman Peter Kelley presented for discussion his interest in preserving the
Hartwell Avenue land as general town property versus conservation land. The
Commission was not in agreement with this proposal.
