HomeMy WebLinkAbout2011-03-08 CONCOM-min MINUTES – LEXINGTON CONSERVATION COMMMISSION March 8, 2011 Commissioners present: Stew Kennedy, Phil Hamilton, Duke Bitsko, Charlie Wyman, David Langseth Absent: Joyce Miller, Dick Wolk Others present: Karen Mullins, Conservation Administrator; Louise Vinci, Conservation Clerk Vice-chair Phil Hamilton opened the meeting at 7:30 pm in Room G-15 of the Town Office Building 7:30 pm Informal Hearing: 23 Ridge Road, Duke Bitsko disclosed that he would recuse himself from meeting and not participate. Virginia Johnson presented existing conditions plan of property and proposed 162 square foot addition over pavement, pavers and concrete. Ms. Johnson described structural issues with framing and foundation and proposed options. The Commission affirmed that the new regulations now under consideration would be more stringent and make the addition more difficult to construct. Duke Bitsko rejoined meeting. 7:47 pm Meeting: 5 Ledgelawn Avenue, DET# 11-03; Map Present for the applicant: Julita Kussmaul Documentation: Request for Determination of Applicability Phil Hamilton read the public notice into record. Julita Kussmaul described a proposal to remove an existing deck and construct a screened porch and deck. Proposed porch roof drains would tie into existing drywell. Comments from the Commission follow: David Langseth asked if the drywell design was on file in the Conservation Office. Administrator Mullins confirmed that it was. The Commission would like to condition a drain connection plan be provided before construction begins and a certification of drain connection once connected. Motion made and seconded to issue a negative determination with conditions, 5-0 in favor. 7:57 pm Hearing: NOI, 8 Summer Street, Present for the applicant: Mary Trudeau, Consultant Page 1 of 3 MINUTES – LEXINGTON CONSERVATION COMMMISSION MEETING March 8, 2011 Michael Juliano, Engineer Documentation: Notice of Intent Application with attachments Town Engineering Department Review Public Notice Mary Trudeau gave an overview of existing conditions and presented a proposal to raze and rebuild a single family dwelling. Michael Juliano presented roof runoff mitigation into drywell. Phil Hamilton read the town engineering report and the public notice into record. Comments from the Commission follow: David Langseth explained to Mr. Juliano that due to Bylaw Regulation section 5(6) the project cannot take credit for existing impervious surface once the surface has been removed. David Langseth questioned the origin of the 15” drainage pipe at the front of the property. Commission members were concerned with direct connection of overflow from perimeter drain to storm sewer system. Motion made and seconded to continue hearing to March 22, 2011 at the applicant’s request, 5-0 in favor. 8:30 pm Hearing: NOI, 150 Waltham Street, DEP# 201-813, BL 771, Map 49, Lot 23 Present for the applicant: Fred Russell, Engineer Steven Keane, Lexington Housing Authority Documentation: Notice of Intent Application with attachments Town Engineering Department Review Public Notice Fred Russell described existing drainage conditions and proposed changes. Phil Hamilton read the town engineering review and public notice into record. Comments from the Commission follow: David Langseth noted that the plan details did not show elevations. Mr. Langseth was also concerned about the long term maintenance of an open basin in the detention area. The Commission was concerned about the current proposals impact on the trees. The Commission felt the applicant should submit an alternatives analysis, a wetland delineation, and soil test pit. Motion made and seconded to continue hearing to April 5, 2011 at the applicants request, 5-0 in favor. Cont. Hearing: ANRAD, 1377 Massachusetts Avenue, DEP# 201-812, BL 770; Map 39, Lot 65 Motion made and seconded to continue hearing to March 22, 2011 at the applicants request, 5-0 in favor. Hearing: ANRAD, 38 Adams Street DEP# 201-810, BL 768, Map 63, Lot 106 Motion made and seconded to continue hearing to March 22, 2011 at the applicants request, 5-0 in favor. 65 Hayden Avenue: 748-Buffer Zone Plantings, Karen Mullins and Duke Bitsko will go on site visit. ATM Zoning Articles – Article 41 Karen Mullins asked the Commission for comment regarding 41 Hartwell Avenue Land request for zoning change from RO to CM. The Commission responded that the land would still be subject to wetland protection regulations. 8:35 pm Issue Order of Conditions, 12-18 Hartwell Avenue, DEP# 201-807, BL 764; Map 84, Lot 70C Administrator Mullins requested clarification of conditions concerning snow storage. The Commission would like to condition “No Snow Storage” signs be installed along the rear edge of the parking lot. Motion made and seconded to issue Order of Conditions, 5-0 in favor. Reports Stew Kennedy read letter he wrote and submitted for the record regarding dog waste issues at Willard’s Woods, and the Commission discussed on going dog issues.
