Cohen, Jane Warren, Barry Orenstein, Anne Redmon, Chuck Benson, Alan Wrigley, Dan Krupka, Candy McLaughlin, Carl Valente, Brianna Olson Meeting Began: 7: 50 a.m. The minutes from the December 10, 2009 were approved. MAPC: Richard Canale made a presentation about the work of the Massachusetts Area Planning Council (MAPC). The MAPC has been working on a 2030 plan for its 100+ member communities, and reached out to its communities in small-group settings. They engaged in a visioning process to think about what this area would look like in 2030 with no constraints, and then posited how the area would look with different levels and types of intervention. The MAPC used these visioning sessions to describe the outcomes they want to see for this area in 2010; namely prosperity, equity, sustainability and community. These four desired outcomes were combined with many models of demographic and other trends for Massachusetts to develop 65 goals with objectives, as well as 13 implementation strategies and recommendations. This “recipe book” would serve as guidelines if a municipality wanted to implement one of the objectives. If a municipality is interested in implementing one of the objectives described by the MAPC, the MAPC is available to provide assistance in several areas: modeling, staff support, working with municipalities to find efficiencies, coordinating implementation, and measuring and helping to improve implementation. In 2010, the MAPC is focusing on the areas of reforming transportation finance, local smart growth planning, and green energy and job creation. Peter Enrich suggested that for the next meeting, the Committee look at the list of goals and objectives, and spend time discussing which are particularly relevant to Lexington and the role the Committee can play in advancing these goals. Lexington Citizens’ Academy: The Colonial Times will be publishing an article on the Citizens’ Academy. Jim Shaw will be contacting Brianna. Brianna, Carl and Candy discussed the Citizens’ Academy with the Senior Managers, and they are interested in running another Academy in Fall 2010. Climate Action Committee: The Climate Action Plan Ad Hoc Committee, which had originated from a 2020 working group, was dissolved by the Board of Selectmen on January 11, 2010. In general, the Climate Action Plan Committee was focused on doing work that would help Lexington become a Green Community, a designation that would make the town eligible for federal funding for certain projects and programs. A major component of becoming a Green Community is the adoption of the Stretch Energy Cod, which has been controversial. Additionally, the Planning Board must revise some sections of the Zoning Bylaw, and the Town must revise some of its purchasing procedures. Meeting Adjourned: 8:45 a.m.
