HomeMy WebLinkAbout2011-02-10-LBAC-min APPROVED MEETING MINUTES Committee Name: Lexington Bicycle Advisory Committee Date, Time and Location of Meeting: February 10, 2011, 7 pm, Rm 111 Town Office Building Members Present: Peggy Enders (Chair), Stew Kennedy, John Frey, Marita Hartshorn, Jerry Van Hook, George Gagliardi, Bob Hausslein (FoLB Chair), Sandra Shaw (Recreation Committee Liaison) Members Absent: Laurel Carpenter, Mike Tabaczynski, Peter Kelley, (Selectmen’s Liaison), Richard Canale (Planning Board Liaison) Minutes : The January 2011 minutes were accepted. Snow Plowing : Peggy reported that so far this winter the Bikeway has been plowed about 8 times. Invoices to date from John DeNapoli are $3,990. After the late January storm, the path narrowed so much that DeNapoli could not plow. With the help of Peter Kelley and Jimmy McLaughlin, equipment was brought in on February 4 to widen the Bikeway to that it could be cleared. Peggy said that she would talk with Bill Hadley about these recent events as well as about the trial arrangement with Bedford. She will suggest that Bedford plow the section between Westview and Wiggins regularly and invoice FoLB for our fair share. Hand shoveling and snow blowing around the gates has become a problem because there has been so much snow; there is growing resentment for having to clear so much area with volunteer labor. Perhaps if and when we have a better agreement with the town (e.g., regarding the bollards and the gates), this problem will solve itself. Alan Nelson from Bedford helped during the last storm with Westview, Hartwell, and Bedford. Jerry, George, Peggy and Bob have been doing the lion’s share this winter, and much relief has been provided with the help of Bob Hausslein’s snowblower. Bikeway Guidelines: George presented his latest draft and the committee was reminded that we’re trying to produce two documents – one to present to the Selectmen for possible inclusion in their policies manual (general principles for use) and one, more specific, set of guidelines for use by LBAC for special events and signage requests. We discussed the level of detail we should include. George will send the next draft for review. The guidelines should include a process for approval as well as the guidelines for special event requests. MAPC Bike rack Program : Funding for this program is expiring at the end of this year; MAPC has notified us that $305K is left in this budget for 2011 with an order approval deadline of June 30. Jerry will contact the Safe Routes to Schools Committee, and Sandra will check with Recreation to determine future needs. LBAC will recommend racks at Munroe and Hancock Historic Buildings, the Visitor’s Center, the Farmer’s Market, Hasting Park and Whipple Hill Conservation area. LWV First Friday Forum : Peggy announced that on April 1, the LWV will have a panel to discuss the future Lexington transportation planning, with an emphasis on multi-modal accommodation. John Livsey and Michelle Cicollo will be two of the three. May Activities and Adams Art Grant: The Tourism Committee was not awarded the Adams Art Grant. However, we understand that plans are still being made for special events during the month of May, including a community bike ride. It is also the month when we will hold our annual spring Bikeway cleanup, that we have a bike count, and the bike donation day during Discovery Day. Conservation Commissioner of the Year. Stew Kennedy was acknowledged for this prestigious leadership award. He deflected the honor by thanking all the members of the Bike Committee and the Stewards. The meeting was adjourned. Record of the Friends of Lexington Bikeways Discussions Treasurer’s Report : Bob H reported a balance of $7,515.40. There are outstanding bills for plowing. Snow Plowing : Fund raising will continue and a general thank you letter should be published at the end of the season. George has designed and ordered ten 24”X18” two-sided lawn signs to place along the Bikeway and two 12”X18” window signs, requesting donations to keep the Bikeway clear. The FoLB website has incorporated a PayPal donation option. We unanimously supported the motion to approve the placement of the lawn signs along the Bikeway with the stipulation that these be removed at the end of the snow season. 501(c)3: Bob H reported that Susan Rockwell has agreed to help us pro-bono apply for non-profit status. After the process is complete, we will have a separate account.
