A quorum of 3 was present. Members Present: Sandra Shaw, Rick DeAngelis, Chairman, and Howard Vogel Members Absent: Wendy Rudner Staff Present: Karen Simmons, Director of Recreation, David Pinsonneault, Manager of Operations, and Sheila Butts, Assistant Director of Recreation Others Present: The Recreation Committee meeting began at 7:05, p.m. The meeting acted on the following items: 1. Citizens and Other Boards — None 2. Meeting Minutes from April 20, 2011 Sandra Shaw moved and Howard Vogel seconded acceptance of the Recreation Committee Meeting Minutes of April 20, 2011 as written. The motion was approved by a vote of 2 — 0 (Howard Vogel abstaining). 3. Liaison Reports • Howard Vogel reported on the Greenway Corridor Committee. The current discussion on the Greenway Corridor Committee concerns the proposed connection between the Minuteman Bikeway and the Battle Road Bikeway. The Committee is walking the sites on May 23 and will have further discussions on the two proposed plans for connection. • Sandra Shaw reported that the Bicycle Advisory Committee will again be sponsoring a Bicycle Collection event at Discovery Day, May 28 This was a highly successful event in 2010. The scheduled May 17 Minuteman Bikeway count for the state was cancelled due to adverse weather. The count will be rescheduled at a later date. On June 4, 75 youth from Grace Chapel will meet to clean up along the Bikeway. 4. Busa Farm Update The Board of Selectmen will tour the Busa Farm site on June 13 @ 5:00, as they begin a review of the BLUPC Report. Board of Selectmen discussions about the Busa Farm land will be ongoing. Town of Lexington Recreation Committee 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 Sandra Shaw told the Committee that she is meeting with Ben Aronson of the Minuteman newspaper on Friday. 5. Parks Report David Pinsonneault, Operation Manager for the Department of Public Works, reported on the following: • The Town has made a job offer to Chris Filadoro. He will take over the position of Superintendent of Public grounds on June 1. Mr. Filadoro has a background in turf management, and currently works for Turf Links Environmental. • The annual Old Res Cleanup Day is scheduled for June 21. Temple Isaiah provides this community service each year. • The Department of Environmental Protection has awarded the Town a $300,000 grant for the Old Reservoir Storm Water Mitigation Project. The Louis Berger group is completing the design specifications which will now include .a renovation of the Marrett Road parking lot. A fall construction start is anticipated: • Heinrich Landscaping has been awarded the contract for Phase One of the Center Playfields Drainage Project. Construction will begin in mid - August. • Plans and specifications are being finalized for Phase Two of the Center Playfields Drainage Project, which will include the Football Field and Junior Varsity Baseball Field, Mr. Pinsonneault is hopeful that the project can begin after the 2011 High School football season is completed. • The Center (Park Drive) Restroom renovation is nearing completion. The interiors of both the men's and women's room have been renovated. The entrance to the women's room was relocated and exterior lighting has been improved. Interior and exterior painting will be completed before the summer Recreation programs begin. The Center Restrooms are also on the list to be hooked up to the Town Sewer system. Currently the restrooms are on a septic system. ® The Hastings School field renovation is complete, save for a couple of minor punch list items. • The Franklin Capital Improvement Project approved at the 2011 Town Meeting is targeted to begin in the fall. • New events and rails have been ordered for the Skate Park, through M.E. O'Brien and Sons. Once the new equipment is installed, the balance of funds in the Skate Park Article will be used to upgrade the existing ramps. • Town Meeting approved Capital Improvements at Pine Meadows are scheduled to begin in the fall. The specifications for the project were revised based on DEP and Army Corp of Engineers requirements. Work will target the gateway by the 9th green and the double culvert between the 4th and 5th holes at the course. • Mr. Pinsonneault is working with Wes Worth (Landscape consultant for the Lincoln Park Subcommittee) to redesign the landscaping in the Lincoln Park parking lot. • The Bike Path from Worthen Road to the Bridge School is on the list for repairing and repaving sometime after July 1. 6. Recreation Report Karen Simmons, Director of Recreation, reported on the following: • The Irving H. Mabee Pool Complex and Old Reservoir will open on Saturday, June 4. • The Recreation Department has hired 58 Aquatics staff for the season to work between the pool and the Old Reservoir. • The Coed Softball League began at the end of April. • Men's Summer Basketball begins in early June. PJ • Peter Coleman is finalizing the summer field permits and schedule. The process should be completed by the end of May. • The Tennis Booth opened on Saturday, May 14. It is open for the purchase of Tennis ID Cards, Swim Tags and Tennis reservations, weekends 10:00 a.m. — 2.00 p.m. and weekdays, 4:30 — 7:30 p.m. • The Lexington High School Girl's Tennis Program has been very active in fundraising for the Tennis Pavilion at the Gallagher Courts. To date over $8,000 has been collected for this project. Karen Simmons and David Pinsonneault met with Mr. O'Neil, Varsity Tennis Coach and Minuteman Technical High School representatives on Monday, May 9 th to discuss the project. Students from Minuteman Tech will construct and install the pavilion, and landscape the area, beginning in September 2011. Karen Simmons met with the Building Commissioner and a building permit is required. • The School Department and Facilities Department are working*on the design and summer construction of a new sidewalk at the Clarke Middle School. The Recreation Department was notified of this recently. As currently designed, the installation of this new sidewalk would negatively impact the use of the softball field by adults, the field hockey field by Clarke athletes, and the maintenance and emergency vehicle entrance to the fields. The Facilities Department has been asked to consider these potential negatives. Karen Simmons discussed her concerns with Pat Goddard, Director of Public Facilities. • The Tennis Courts at the Adams Playground appear to have suffered vandalism in recent months. The surface of the courts has been punctured across the courts damaging the surface. Dave Pinsonneault has contacted Cape and Islands Tennis and Track about possible repairs. Cape and Islands will be visiting the site to inspect the damage and propose a solution in the near future. 7. Other Reports • Community Preservation Committee Recreation Committee Appointment Rick DeAngelis, Chairman of the Recreation Committee, moved that Sandra Shaw, a member in good standing, be reappointed to represent the Recreation Committee on the Community Preservation Committee. Howard Vogel seconded the motion. The Recreation Committee approved this motion by a vote of 3 -- 0, with one absent. • The next meeting of the Recreation Committee will be held on Wednesday, June 15, 2011 at 7:00 p.m. The May 18, 2411 meeting of the Recreation Committee adjourned at 8:10 p.m. Respectfully Submitted, Sheila Butts 3
