HomeMy WebLinkAbout2011-02-23-LEARY-min LEARY PROPERTY COMMUNITY HOUSING TASK FORCE Room G-15, Town Office Building Meeting Minutes of February 23,2011 Present: Bob Bicknell, Stephen Keane, Lester Savage, and Betsey Weiss. Staff:Aaron Henry and Maryann McCall-Taylor. Guests: Peter Smith and Kevin Maguire, of Oxbow Partners. Community: Ken Kreutziger, and Bob Pressman. Absent: George Burnell, Bill Kennedy,Wendy Manz, and Deb Mauger Development Discussion with Oxbow Partners The group's guests, Oxbow Partners, presented an overview of their redevelopment project in the Town of Wayland. The site was a former Air Force Nike Missile site acquired by the Town for open space and affordable housing via its CPA fund, a situation not unlike our own and hence why the committee sought to hear from them. Mr. Smith was also the developer of the Battle Road Farm development(in Lincoln),another project used by some members of the group as an example of a good architecture and affordable housing. Their impression of 116 Vine Street was that it was a site with good solar exposure,and natural character,in a neighborhood of diverse housing types. Some of the challenges of the site include the topography,and the small lot size. In their opinion,the wetlands and stormwater management were going to be determining factors in what ever the Task Force ultimately recommends to the BOS. They also raised questions regarding the permitting, funding,unit mix, and parking. Proposed Development Program Discussion The Task Force quickly discussed the points agreed upon at the previous meeting,adding its desire to include in the Status Report and Community Meeting material as much imagery from the two presentations as possible. There was also a small discussion of the Town Meeting request for the $30,000 CPA article and that there as been some negative feedback from the Capital Expenditures Committee. More on this will be necessary. Action Items 1. Staff to draft a Status Report to the BOS (date still not set) and community meeting material (with imagery); and 2. Follow up on the questions from the CEC on the$30,000 request. Future Meetings The next Task Force meetings are tentatively scheduled for: ■ March 9 -Status Report and Community Meeting preparation; and ■ March 17 -Community Meeting (7 PM at the Housing Authority).
