SUBJECT: Comments by Noise Advisory Committee on Reference 4

This note contains background information that provides some context for the attached document
entitled: “Comments and Questions about Arlex’s Proposed Noise Mitigation Measures”.
On behalf of the Selectmen, Lynne Pease forwarded the Ref. 1 to the Noise Advisory
Committee for review and comment. In the Ref. 1 letter, Arlex outlined several measures that
would be taken as a result of their commitment to the Board of Selectmen to “…voluntarily
take additional measures to minimize the noise in our operations.”
Upon initial review of the Ref. 1 letter “… the NAC decided to seek further clarification from
Arlex and to develop and issue a recommendation to the Selectmen only after a review of an
outline of Arlex’s proposed plans …” (Ref 2).
In response to the above decision, A. Galaitsis faxed to Arlex a request (Ref. 3) for such
additional information. Among other things, the fax re-iterated that “…the NAC does not wish
to encourage Arlex to expend its resources on any additional measures unless their results can
be predictably effective.” (Refs. 2 and 3).
Arlex responded by providing a 22-page information package (Ref. 4; narrative and
photographs) describing contemplated or some implemented measures.
The comments/questions in the attached document address the noise mitigation measures
outlined in Ref. 4. The NAC is prepared to provide the Selectmen with additional information, as
needed, in writing or verbally during one of the Selectmen’s meetings.
