Members Present: Peggy Enders (Chair), Stew Kennedy, John Frey, Marita Hartshorn, Jerry Van Hook, George Gagliardi, Bob Hausslein (FoLB Chair), Richard Canale (Planning Board Liaison). Others Present: Bob Dangel, Ken Proulx, Richard Spencer Members Absent: Mike Tabaczynski, Peter Kelley, (Selectmen’s Liaison), Sandra Shaw (Recreation Committee Liaison), Laurel Carpenter Minutes : The February 2011 minutes were accepted as written. Snow Plowing : Peggy described the current status with respect to the plowing contractors – John DeNapoli and James McLaughlin (who plowed the Bikeway after the early February snowstorm and then again later in February). She said it might make sense to consider working with James McLaughlin, although he hasn’t yet met with anyone on the LBAC. Plowing did cause some damage to the guardrails this winter, trees are down, and there are a lot of broken tree branches on the sides of the trail. We will address this problem with the DPW and during our spring clean-up. As the snow melts along the Bikeway and in other areas of town along streets, sidewalks, and conservation trails, it is evident that some dog owners are not picking up after their pets. This poses a health hazard. Probably the best course of action to combat this problem is education. Roads Heavily Traveled by Cyclists: Bob Dangel will send John Livsey the map and the spreadsheet as requested as soon as possible. Bikeway Usage Guidelines : Marita volunteered to help George with this project. LWV First Friday Forum on Multi-Modal Transportation Planning : The forum will be held on Friday, April 1 at Cary Library. Panel members Richard Canale, Michelle Cicollo, John Livsey, and Sara Arnold will talk about “Complete Streets- Transportation Planning for Lexington’s Future.” Bike Racks: Peggy and Marita met with Dave Pinsonneault last week. He asked the Friends of Lexington Bikeways to loan the town money for purchase of the MAPC program racks. We voted the $4,842.25 unanimously with the stipulation that we are repaid before October 15, 2011, in order to have money for next year’s plowing. Of the total, the Commonwealth will reimburse $4,292.25 and the Town of Lexington will pay the $550 in shipping. Marita reported that the order includes nine (9) One Hoop Circas at $104.15 each and 8 Six Foot Spartan racks at $419.25 each. The quote includes a 25% discount. Dave is checking with the HDC to see if we need to get permission for the rack at the Farmer’s Market and the proposed replacement rack at the Visitors’ Center. Bikeway Map: Peggy distributed a copy of the GIS map generated by Judy Seppala from Lexington MIS. Judy requested a SHP file from Bob Dangel for his map. In the future we will have to decide on the degree of detail we would like on the map. We will know by July 1 if we will be awarded the grant to fund this project.In the meantime, Peggy is working with Joey Glushko in Arlington to produce a draft version for consideration by the town bike committees. Cable Programming: Mark McMinn at LexMedia wants to produce “The Bike Show”; Peggy is seeking volunteers to join the effort. Stew agreed to ride the Minuteman with a camera on his person. Peggy mentioned that one can do take a virtual ride on the bikeway through YouTube. Other Business: …Jerry Van Hook is serving on a regional panel on April 15 at the Sustainable Community Conference. …Richard Canale urged all of us to attend the Battle Road Scenic Byway meeting on March 17. It is crucial that the Minuteman Bikeway be included in the Byway proposal. …The LBAC co-signed a letter with the Greenways Corridor Committee, drafted by Keith Ohmart to Congressman Markey seeking continued funding of RTP. …Fiske Common easement article: We voted unanimously to support the continued use of the easement by both pedestrians and cyclists. The meeting was adjourned at 8:10 pm. Record of the Discussions of the Friends of Lexington Bikeways: Treasurer’s Report : Bob Hausslein reported a balance of $10,111.08, a sum that does not reflect that last plowing. The new signs along the Bikeway seem to have helped stimulate additional contributions. George will store the signs until next winter. 501(c)3 application: Bob H is working with Sue Rockwell on a draft for FoLB incorporation; Peggy and Bob H. are reviewing the document. Once FoLB is an incorporated entity, Bob will open up a bank account. Until then, PayPal will hold on to any money donated through the website. Spring CleanUp : Cleanup is scheduled for Saturday, May 7, probably the same day as the Bikeway Counts. Bob H. will send an email seeking section leaders. We will use our email list to try to get more volunteers this year. Community Bike Ride: We plan to hold a ride sometime in May as part of the Tourism Committee’s Revolutionary Revelry program. We hope to co-sponsor with Ride.Studio.Cafe. Bike Donation Day: We will hold this event again on Discovery Day, Saturday, May 28. Volunteers will be needed. Peggy will find out from Bikes Not Bombs what they will and will not accept for donations in terms of “soft parts.” Bay State Bike Week : is May 14-20. We will discuss this further at the April.
