Geller Health Department Attendees: Gerard F. Cody, Health Director; Ann Belliveau, Health Clerk/Office Manager Other Attendees: David Henley, Superintendent of East Middlesex Mosquito Control Project Heiger-Bernays called the meeting to order at 7:00 p.m. The Board reviewed the minutes of August 11, 2010. MacKenzie motioned to accept the minutes with corrections. Geller seconded. All approved. Community Health Updates/Reports – The Board reviewed the Community Health Report prepared by David Neylon, R.N., and all follow-ups had been done in a timely manner. Environmental Health Report Mosquito Control Update –David Henley, Superintendent of East Middlesex Mosquito Control Project updated the Board regarding what services Lexington receives as part of The East Middlesex Control project. Henley also identified the single West Nile Virus case in an older woman in Lexington. The mosquito control project was sampling for mosquitoes. A discussion took place regarding the efficacy of spraying. Septic System Renewal – 142 Marrett Rd. Cody advised the Board that the Health Dept. had received the plans for the septic system renewal in August but this was continued until the September meeting. Cody stated that Meridian Associates provided all the necessary calculations, soil suitability assessments (Form 11), percolation test (form 12) and they have also submitted detailed plot plans. Health Agent Fox reviewed a checklist with Health Director Cody to ensure that all necessary requirements of Title V have been met. In addition, comments have been provided by the Lexington Conservation Division regarding this project. The plans as submitted to the Health Dept. on August 18, 2010, may be approved with the following conditions: 1.Provide a retaining wall as noted in Title IV, section 15.255. 2.Provide additional information about the impervious barrier. It is unclear From the plans that it will be installed around the entire perimeter of the Soil Absorption System (SAS) since it does appear to meet the minimum 15 ft. from the side slopes. 3.Any activity within the 100 ft. butter zone to wetlands is subject to review with Conservation Commission and will need at least a Request for Determination of Applicability Filing with the Conservation Commission. 4.Clarify the use of the proposed “slaughterhouse and retail food” as it relates the Septic System. After a discussion, MacKenzie motioned that the following permits are under plan review at this location with the Board of Health; Well water, Animal Permit, Retail Food Permit, Wholesale MDPH (slaughterhouse) permit. The Slaughterhouse permit will be heard at the October Board of Health meeting. Heiger-Bernays seconded. All approved. Food Establishment Contingency Plan – Cody informed the Board of a water main break on Waltham Street on September 15, 2010 which affected several of the food establishments in that area. An Emergency Guideline for Food Establishments during a water main break with little or no water pressure was distributed to these establishments. The Board reviewed the Food Establishment Inspection Report prepared by Kathy Fox. Cody advised the Board of an upcoming Food Training Class to be held on September 21, 2010. Pilgrim Hospitality will be teaching the class. Cody had also advised Mary Jo Bohart of the Lexington Chamber of Commerce about the upcoming food training class as well as the water main break on Waltham Street on September 15, 2009, and the new state regulation pertaining to allergen awareness which will be in effect as of October 1, 2010, throughout the Commonwealth. These new regulations will impact all establishments that cook, prepare, or serve food intended for immediate consumption either on or off the premises. Caulk Testing Update – Cody provided an Estabrook update to the Board which indicated there had been some improvements. Additional PCB caulking on the interior was identified earlier in the week and sealed by LVI. EH&E speculates that a secondary source may be from the ceiling tiles. Additional air flushing will continue over the weekend. All the rooms for first grade and Kindergarten will undergo extensive flushing this weekend and additional permanent ventilation will be set up by facilities. Cody will be meeting with the Advisory Committee on Thursday evening. A discussion also took place regarding an air quality assessment conducted by Michael Feeney of DPH in 2004- 2005 in the schools which recommended improving the ventilation especially in Estabrook. Facilities was notified to review all the school ventilation systems and report back to the Board. MacKenzie motioned to adjourn. Geller seconded. All approved.
