A quorum of 3 was present. Members Present Sandra Shaw, Wendy Rudner and Rick DeAngelis, Chairman Members Absent Howard Vogel, Dick Thuma Staff Present Karen Simmons, Director of Recreation, Peter Coleman, Recreation Supervisor, and Sheila Butts, Assistant Director of Recreation Others Present Lisah Rhodes, Town Meeting Member, Hank Manz, Board of Selectmen The Recreation Committee meeting began at 7:00 p.m. The meeting acted on the following items: 1. Citizens and Other Boards 2. Minutes of October 20, 2010 Following a brief discussion, Rick DeAngelis made a motion, seconded by Sandra Shaw, to approve the minutes of the October 20, 2010 Recreation Committee Meeting as written. The motion was approved by a vote of 3 — 0. 3. Lincoln Park Updates • Rick DeAngelis commented on the incredible amount of use at the facility. • Mr, Manz inquired as to the reason the tree leaves at the park tend to yellow and fall so early. Karen Simmons commented that it could be the result of the very hot dry summer, but it would be best for Dave Pinsonneault as the Tree Warden to provide the committee with an update at their next meeting. • Mr. DeAngelis asked about the status of the bathroom facility. He and the committee were informed that Peter Kelley continues to work on securing finances for the project. Once built it will be managed by the Facilities Department. Wendy Rudner provided. members of the Recreation Committee with the minutes of the September 15, 2010 Lincoln Park Subcommittee Meeting. 4. Town Meeting Articles Karen Simmons reviewed the Capital Articles to be presented at the 2011 Town Meeting. Town of Lexington Recreation Committee 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 • Howard Vogel will present the Town Pool Renovation Article; • Rick DeAngelis will present Phase Two of the Center Drainage Project; and • Wendy Rudner will present the Park Improvement — Athletic Fields Article. 5. USGA Report Karen Simmons reviewed the results and recommendations presented in the USGA Report United States Golf Association (USGA) Pine Meadows Golf Course Report distributed to the committee at the September meeting. • Members of the Recreation Committee commented on what a good job the New England Golf Corporation staff has done this year at Pine Meadows. • Mr. Manz congratulated the Department and Ms. Simmons on her oversight of the course, noting that things at the golf course get done on time. • Ms. Simmons noted some of the issues that had arisen at the course: rain followed by freezing temperatures caused damage to greens, and hot, dry weather this past summer contributed to goose grass and grubs in some fairways. Both problems were dealt with and the course has recovered nicely. The USGA recommended purchase of a new greens cover for the 5� green. The cover will be purchased from the operating budget and used this winter after the course closes. • The USGA recommends a lot of tree work on the course. The Tree Warden will look at the trees on the course that the USGA recommends removing. 6. Parks Report Dave Pinsonneault, Superintendent of Public Grounds was not present at the meeting. He did provide a written report, reviewed with the Committee by Karen Simmons, and is attached. The Recreation Committee had a lively discussion of the Center Drainage Project, Old Reservoir and Pine Meadows Stormwater Management Projects. 7. Recreation Report ® The Clarke and Center tennis courts have some significant cracks developing. A contractor has been hired and crack sealing will occur in the spring. A full recoating of these 13 courts will be included in the FY2013 Capital requests. Mr. DeAngelis asked if the School Department contributes to these repairs since they use them heavily. Currently they do not contribute to the upkeep of the courts. • On November 30, 2010 Karen Simmons will be presenting the Five Year Capital Plan to the Capital Expenditures Committee. Recreation Committee members are welcome to attend. • Karen Simmons announced that Sandy Alexander, Administrative Assistant, will be retiring on February 4, 2011. Her expertise and knowledge will be greatly missed. • The Recreation Committee picture for the Annual Town Report will be taken on Wednesday, December 15 in Room 111 at the next Recreation Committee Meeting. 8. Other Reports The next meeting of the Recreation Committee will take place on 'Wednesday, December 15, 2010 at 7:00 p.m. The Committee will be notified of the meeting location. The November 16, 2010 meeting of the Recreation Committee adjourned at 7:45 p.m. The following documents /exhibits used at the meeting are attached: 1. Lincoln Park Subcommittee Minutes 2. Parks Report submitted by Dave Pinsonneault Respectfully submitted, Sheila Butts Assistant Director of Recreation 2 September 15, 2010 The committee was scheduled to meet with the Recreation Committee at 7 pm. However, Recreation needed to make a .presentation at Cary regarding the future use of the Busa farm. Therefore, some members of the committee joined the Recreation Committee at Cary. The two committees finally convened at 7:40. Rick DeAngelis, chair of the Recreation Committee, asked David Williams to please update their members as to the progress at Lincoln Park. Mr. Williams did so and answered questions about the current projects. The Recreation Committee expressed their approval and their appreciation of the recent improvements. At approximately 8 pm the Lincoln Park Committee moved to room 111 to hold their scheduled meeting. Committee members present — David !Williams, Chairman, dell walker, Parker Hirtle, Brian Kelley, Lynne Wilson Also present -- Wesley Wirth, Landscape Architect. Lynne Wilson moved to approve the August 25 meeting minutes. Brian seconded the motion and it passed unanimously. Wes Wirth presented the final draft of the brochure. There was some discussion and the committee accepted it. It will now go to press to be ready for distribution at the Open House on September 26. The planning for the open House continued. David Williams will do introductions of the Committee, Hayden Recreation Centre, the Recreation Committee and other Town officials, etc. Lynne Wilson will give some history since the Committee was formed in 1985/6. dell walker and Wes Wirth will talk about past and current work being done in the Park and the memorial areas. Lynne will provide cider, cups and napkins. The final clean up and planting before the Open House will be done by Weston Nurseries on the 21 and by Matt Foti on the 23� The meeting was adjourned at 9 pm. Respectfully submitted, Lynne Wilson in he absence of Kris Burton. On September 26, 2014, an open House was held at the Park in the new woodland Gardens area. The entire Committee was present together with 75 -80 interested citizens. It was very successful. Bowditch Excavating has regarded the field, installed new gravel and most of the infield mix. They are hoping to sod .later this week or early next week. They will have some touch up to do in the spring but the field should be ready for play by the end of Ap ri l . Center Pla fields Drainage Project: We are meeting tomorrow to discuss a timetable for Phase' (Center 1 and 2 areas ). We are going to the Selectmen on November 22nd. Stantec and Park staff will be digging test pits on Friday. Phase 2 (football field area) is being presented to the CPC on November 22nd Old Reservoir Stormwater Management Proect: We did not get a favorable review from DEP, Army Corp or EPA on the original proposed project. The Louis Berger Group is revising the plan. Pine Meadows Stormwater Mana ement Promect. The bids all came in over what we had budgeted. We will be meeting tomorrow to discuss how we can proceed. FY 2012 Capital Projects: We will be presenting to the CEC on November 30 th . Center Pla fields Playground Structure: Work has begun to bypass the drain pipe that goes underneath the playground structure. Once the new pipe is installed the old pipe will be filled and we can repair the sinkhole and remove the fencing. This should happen early next week. Park Maintenance: The contractor has received the new backboards for the Center Playfields. They should be installed by the end of next week. Park staff has been edging, leveling and resurfacing various ballfields. There are soccer tournaments at Lincoln Park the next two weekends. We will have staff performing trash pickup each day of use. We have hired a contractor to do minor crack filling and patching on the Center and Clarke tennis courts. This work will be performed in the spring and should not affect play. All I can think of for now. Dave P. Dewtd P.
