HomeMy WebLinkAbout2010-11-18-LBAC-min APPROVED MEETING MINUTES Committee Name: Lexington Bicycle Advisory Committee Date, Time and Location of Meeting: November 18, 2010, 7 pm, Room G15, Town Office Building Members Present: Stew Kennedy, John Frey, Marita Hartshorn, Jerry Van Hook, George Gagliardi, Laurel Carpenter, Bob Hausslein (FoLB Chair). , Mike Tabaczynski, Sandra Shaw (Recreation Committee Liaison) Others Present: Richard Spencer, Margaret Stebbins, Dick Brown (Center Committee) Members Absent: Peggy Enders (LBAC Chair), Peter Kelley, (Selectmen’s Liaison), Richard Canale, (Planning Board Liaison), Minutes : The October 2010 minutes were accepted as corrected. Photo for Annual Report : Dave Tabeling took our picture. Planning Board Hearing on Hartwell Ave: Laurel and Stew spoke on behalf of the LBAC. The next hearing is in February Guidelines on Bikeway Use : Peggy and George met with Norman Cohen, who had asked for assistance in assembling Bikeway rules for the Selectmen’s policy and procedures manual. It was agreed that LBAC would draft a document for use by LBAC as well as by the Selectmen in making decisions about events, signage, etc. George said that our goal would be to minimize the impact on everyday users of the Bikeway. He will put together a draft to be reviewed at our next meeting. Farmer’s Market : Sandra Shaw asked us to consider requesting a bike rack at the farmer’s market when we do the next round of requests from the MAPC. DCR Grant Application : Peggy has submitted the DCR recreational trails grant application on behalf of Arlington, Lexington and Bedford for the design and production of a new Bikeway map as well as the development of a plan for improving user information on and near the Bikeway. Lexington Center Committee Proposed “Bikeway Nodes” : Dick Brown described a project being undertaken by the physical infrastructure subgroup of the Center Committee to improve the Lexington Center portion of the Bikeway through the development of up to four “Bikeway nodes.” The possible options are at the Grant Street end of the parking lot; opposite the driveway leading to the Bank of America; east of the Depot entrance; and behind the Visitors’ Center. These nodes would provide Bikeway users inviting places to stop and rest as well as learn more about what the town center has to offer. Dick asked for our support and participation as this project moves forward. We agreed with enthusiasm. Illegal Sign on the Bikeway : The realtor removed the sign near Fottler Avenue at our request but it reappeared a few weeks later a little farther back but still overhanging the right-of-way. Battle Road Scenic Byway : Jerry distributed an email exchange between Manisha Bewtra and himself regarding bike racks at historic houses and pedestrian safety within the Scenic Byway. Record of the Discussions of the Friends of Lexington Bikeways: Treasurer’s Report: The account balance is unchanged from last month at $6192.67, but there are about $300 of bills yet to be received and paid th Pot Luck Supper on December 10. Laurel has rented the community center at Follen Church and has had postcards printed. Postcards will be mailed and distributed by FoLB. We will have a donation basket available at the entrance to offset the rental costs. Stew, Bob, and Marita volunteered to be on the planning subcommittee. The potluck is being called, “Biking in Lexington, A Dialogue.” Winter Use of the Bikeway. Laurel volunteered to write a letter to the Minuteman about use of the Bikeway in winter. 501(C)(3) Tax Exempt Status Application: Bob said it would cost $400 to apply for 501(C)(3) status and $25 each year thereafter. Consensus of the group was that this is worth pursuing. The LBAC/FoLB meeting is Thursday, December 9, 2010, 7 pm in Room 111.
