HomeMy WebLinkAbout2010-03-30-CPC-min Minutes of the Community Preservation Committee Tuesday, March 30, 2010 2:00 pm Room 207 Town Offices Present: Betsey Weiss, Chair; Joel Adler, Marilyn Fenollosa, Jeanne Krieger, Nathalie Rice, Admin. Asst; Leo McSweeney, Sandy Shaw and Dick Wolk. Also in attendance were Mr. David Kanter of the Capital Expenditures Committee and Mr. Peter Kelley of the Board of Selectmen. Ms. Weiss called the meeting to order at 2:05 pm. 1.Review of Priority List for FY12 and FY13 – The Committee discussed a priority list of projects for FY12 and FY13, noting that they should get an update about the status of the Fire Station project. 2.Review of Municipal Projects Spreadsheet – The CPC discussed a spreadsheet listing possible upcoming municipal projects. Certain members expressed their opinion that municipal projects should not be funded with CPA dollars, while others felt that the vote to pass the CPA made clear this intention. A discussion of the Town Office Building project ensued, in which some members expressed their opinion that the present cost estimate of $1,823,881 seemed somewhat arbitrary. Ms. Weiss explained her view that it would set a poor precedent to fund municipal building projects such as the Town Office Building. 3.Town Meeting Report – The Committee discussed the crafting of the introductory page to the Annual Town Meeting report, noting that the introduction might explain some of the financial guidelines the CPC has been attempting to define. 4.Update on Cotton Farm Acquisition Project – Mr. Peter Kelly was present for this discussion. The CPC discussed the “conditions” of the sale, and Mr. Kelly stated that there would be a $200,000 trust fund put aside for conservation management. The CPC questioned the status of the land, with Mr. Kelly stating that it was “restricted as open space”. If this were so, the CPC questioned, why would the purchase price not reflect this status. Ms. 1 Fenollosa suggested that if there were no restrictions on the property, it might be a suitable site for affordable housing. Themeeting was adjourned at 3:30 pm.
