HomeMy WebLinkAbout2005-05-19-HPB.min Lexington Housing Partnership Meeting Minutes for May 19, 2005 Attendees: Bob Bicknell, Chair; Harriet Cohen, Secretary; Florence Baturin, Winifred McGowan, Mary Haskell, Ken Kreutziger, Inky MacDougall, Betsey Weiss, Ann Frymer, Norm Cohen, Paul Linton, Iris Wheaton Bob Bicknell chaired the meeting; Harriet Cohen took the minutes. The meeting was called to order at 7:09 pm. 1. Open Meeting – (Approval of March minutes) The March minutes were approved unanimously. 2. Lexington Housing Foundation Mr. Bicknell convened a meeting of the Lexington Housing Foundation [hereafter, the Foundation]. By charter, all members of the Lexington Housing Partnership [hereafter, the Partnership] are members of the Foundation. Philip Herr has submitted a proposal to continue development of the inclusionary approach presented in the memo “A Broad Inclusionary Requirement,” October 20, 2004. This bylaw would require affordable housing in developments of three or more units. Today, there is a guideline calling for affordability in developments of three or more units but not a requirement. A motion was made and seconded to approve the proposal from Mr. Herr. The Foundation expressed some concerns with the structure of the proposal previously developed by Mr. Herr. Further discussion will be held at a later time. A proposal was made to amend the motion such that the work by Mr. Herr is subject to direction by a consensus of the Partnership. The amendment and the motion as amended were approved by the Foundation. The members of the Partnership were asked to provide their feedback within three weeks of receiving the latest version of the bylaw. 3. Discuss organization of Partnership subcommittees and plan for quarterly meetings Mr. Bicknell provided a brief overview of the two active sub-committees, the By-laws sub- committee and the Exploring Options sub-committee. Both committees need volunteer assistance. Please contact Ms. Wheaton if you are interested in participating in the Exploring Options sub- committee and please contact Ms. Haskell if you are interested in participating in the by-laws sub- committee. Mr. Bicknell asked if we should have a sub-committee on CPA. The Partnership agreed that it would be more appropriate to work with the CPA for Lexington ballot question committee. Ms. Barturin agreed to keep the Partnership informed of the CPA committee activities. Lexington Housing Partnership 4. New Business Municipal Affordable Housing Trust Fund Act : The Foundation is not affected by this legislation. National Conference of the American Planning Association : Mr. Kreutzinger attended the conference and offered to share a book on the financing of affordable housing. 5. Old Business Status of Franklin School The ten units that are vouchered will stay affordable. Some of the units will become market rate. Other units will be below market rates. The town is cooperating with The Community Builders in their refinancing of the apartment complex. Agreements are being worked on to address community concerns. 6. Next Meeting Plans and Adjourn The next meeting will be on July 21, followed by a meeting on September 15. The meeting adjourned at 8:44 p.m.
