HomeMy WebLinkAbout2008-12-11-HPB.min Lexington Housing Partnership Meeting Minutes for December 11, 2008 Attendees: Bob Bicknell, Florence Baturin, Ken Kreutziger, Melinda Walker, Winifred McGowan, Betsey Weiss, Tom Harden, Chris Kluchman, Wendy Manz, Mary Haskell, Jeri Foutter Bob Bicknell chaired the meeting and took the minutes. The meeting was called to order at 7:11 pm. 1. Open Meeting The October minutes were approved with the correction of several name spellings. 2. Sub-Committee Reports Report of the Chair – Mr. Bicknell Consortium of Local Towns: A meeting was held with the consultant. A survey will be sent to LHP members to get their input. The members from the towns of Lexington, Lincoln (and Weston), Belmont, Waltham and Watertown discussed their hopes for mutual support as well as potential problems. Meeting with LexHAB - The joint town meeting was discussed with regard to possible support for LexHAB activities. The Affordable Homebuyer Assistance Program Statement of Objectives was discussed and the matter of the Busa property was covered. Annual Town Report for LHP – A draft was circulated. Changes should be forwarded to the chair. A group picture was taken by David Tabeling, the town’s photographer. Report from Lexington Housing Foundation – Ms. Foutter presented the statement of contributions since inception of the Foundation and a yearly summary of income and expenses. Copies are included as Attachment A. to these minutes. Mr. Bicknell raised the question of possibly providing support to the Jefferson Union development to make the affordable unit available sooner. Ms. Haskell agreed to look into the situation and report what she finds to the Partnership. Housing Briefs – Mr. Bicknell agreed to forward the Briefs received from Ms. Snellings to all members of LHP. Busa Farm Status - The summary of a discussions Ms. McGowan has had with Ms. McGarvie, one of the owners was discussed. Mr. Bicknell also reported on his conversation with Karen Mullins, the town’s Conservation Commission staff person. The family has apparently organized with attorney support and is seeking a solution. Karen suggested we coordinate with the Conservation Commission’s Land Acquisition folks to provide our support for a solution that would include affordable housing on the property. Ms. McGowan agreed to serve as our coordinator and to research the status of the Chapter 61a. provisions that apply to some of the lots in question. It was also noted that Legal Notices have been published in the Minuteman for some of the lots. Lexington Housing Partnership 3. Discussion of Affordable Homebuyer Assistance Program Statement of Objectives. The current revision of the objectives was discussed and suggested changes made. Mr. Bicknell agreed to forward these changes and any others members may have to Ms. Sunnarborg for inclusion. Key dates for further review and subsequent phases are: January 8, 2009 Review committee will meet with Karen to coordinate a PowerPoint presentation. January 29, 2009 Present the PowerPoint presentation to key town committees and personnel. Feb-April 2009 Develop and coordinate draft program design with LexHAB and LHP May 21, 2009 Open meeting to present and review draft program design. The next Lexington Housing Partnership meeting will be held in room G-15 in the Town Hall on January 22, 2009 from 7:00 to 9:00pm. The meeting originally scheduled for January 29, 2009 will be in the Selectmen’s Meeting Room from 7-9pm and will be set up to review the Statement of Objectives with key town committees.
