HomeMy WebLinkAbout2010-02-25-HPB-min Lexington Housing Partnership Meeting Minutes for February 25, 2010 Attendees: Winifed McGowan, Bill Kennedy, Ken Kreutziger, Jeri Foutter, Florence Baturin, Wendy Manz, Bob Bicknell, Melinda Walker, Tom Harden, Julie Duncan, Mary Haskell, Florence Baturin, Harriet Cohen Bob Bicknell chaired the meeting; Harriet Cohen took the minutes. The meeting was called to order at 7:35 pm. 1. Open Meeting Approval of Minutes for January 2010: The motion to approve the minutes passed. Mr. Bicknell moved that the Charge for the Lexington Affordable Housing Partnership (“the Partnership”) be modified to better reflect the current membership, with the Charge as: Government entities: 3 members, 6 Liaisons; Non-Governmental entities: 18 Members (to be appointed by the Board of Selectmen) 5 Members (Banker, Developer/Builder/Architect/Attorney; 13 Members (General Affordable Housing Advocates) The motion was approved unanimously. Nominating Committee Plans The Nominating Committee for the Lexington Housing Partnership is being formed. Ms.  Baturin will chair the committee. Existing terms will be researched as part of the process. 2. Discuss Report for 2010 Town Meeting Mr. Bicknell distributed copies of the proposed Annual Report to Town Meeting by the Lexington Housing Partnership. The committee reviewed the proposed wording and provided several updates. Mr. Bicknell moved that the updated wording be approved for submission to the Town of Lexington. The motion passed unanimously. 3. Support of Town Warrant Articles The Partnership discussed its position on the Article 8 of the Town Warrant. Article 8 lists the projects approved for funding by the Community Preservation Committee. The Partnership agreed to indicate its support of Project 8d, Greeley Village Siding Replacement; 8e Vynebrook Village Drainage Project – Design Study; and 8f, LexHAB Purchase of Two Affordable Housing Properties. Mr. Kennedy moved that the Partnership support Article 8d, 8e and 8f. The motion was approved unanimously. Ms. Duncan moved that the Partnership support Article 43, to amend the zoning by-law for 425 Woburn Street: land rezoning. The rezoning would permit the construction of a multi-family building containing small single floor residential units. The motion was approved unanimously. 4. Reports Report from Lexington Housing Foundation – Ms Foutter Ms. Foutter distributed the Lexington Housing Foundation, Inc. Financial Report.  Lexington Housing Partnership At this point the Lexington Housing Partnership meeting was temporarily adjourned so that a meeting of the Lexington Housing Foundation could be convened. After the Foundation meeting was completed the Partnership meeting was reconvened. Busa Farm status – Mr. Bicknell The Partnership reviewed the charge and agreed to support the Charge as written. Mr.  Bicknell will write a letter to the Board of Selectmen in support of the Charge. 40B Legislation – Mary Haskell Ms. Haskell reported that a petition is being circulated that would put repeal of Chapter  40B on the ballot in November. The Citizens Housing and Planning Association (CHAPA) has a committee that is raising funds in anticipation of the need to advocate for Chapter 40B in the likely event that it is on the ballot in November. Affordable Homebuyer Assistance Program – Mr. Bicknell The Lexington Place affordable housing charter was written such that the owners of the  affordable units are not eligible for federal housing down payment assistance. This is because the deed rider is a state deed rider that is not acceptable to (HUD) Housing and Urban Development. Multi-town Community Housing Administrator – Mr. Bicknell The Town Manager is working with other towns to hire an administrator to work across the  towns to support community housing. Web Site Changes – Mr. Bicknell Changes have been made to promote the lottery for four LexHab units.  Please review the web site and send comments to Mr. Bicknell, so that the web site can be  updated. 5. Vine Street Affordable Housing Plans There will be a meeting on March 19 with the Planning Committee and Town Manager to determine the approach for dealing with the existing historic farm house and to develop affordable housing on the site. The next meeting will be held on April 29, 2010 or just after Town Meeting. The meeting was concluded at 9:29 pm.
