John Mazerall, Lexington 1.Meeting called at 4:04 p.m. 2.Apology to the Committee. Meeting was not posted as expected. Under the new Open Meeting laws, meeting was postponed to this day for compliance purposes. 3.Minutes for the May 25 meeting distributed. PD will try to distribute minutes much earlier to give Committee members an opportunity to read them before voting. Minutes must be submitted to Town Clerk as part of Open Meeting laws. 4.Policies were reviewed. Summary of significant comments. 34A Promotions.  Page 2, item B, “Promotion Process”. Language is generally unclear. This is written for those who may already know the process and may be unclear to a general audience. Should include recent changes involving Human Resource Division (HRD) of Civil Service granting to communities most of the authority under the “Consent Decree” of 2009.  Why is this policy needed when much of this is governed by State regulation? This helps to capture Lexington’s procedures with areas highlighted for accreditation compliance. 41Q Protective Vests/Body Armor  Page 2, item B. This section does not address all of the body armor LPD uses. We use ballistic coats and similar language needs to address this equipment also.  Page 2, C-1. Language about recruits unclear.  This policy should address replacement program. 41S Stop Stick  Need cites on photos; where did this material come from. 1575 Massachusetts Avenue, Lexington, MA 02420  Top page 2. Clarify difference between officer who is “pursuing” from the officer who is “deploying” the stop stick.  Top page 2. An “agreement” between officers does not clearly define the type of communication or notice that occurs between the officers. Clarify.  Page 3, A-3-e. This section is vague and does not address some of the when, where and why.  Page 4. Body Functions and Reactions. This is training material that may have been summarized too vaguely here. Need to explain that an officer will be affected by the event and clarify this section.  Page 5, F-3. Need to explain this section better. An officer needs to overcome effects of tunnel vision. 42M Bank Robberies / Alarms  Rework third paragraph on first page.  Page 2, A-1. Need to expand on dispatcher’s role. What is an alarm including the types of alarms. Cite information that should be collected. 42N Motor Vehicle Theft  Spelling mistakes on Page 5 & 6  Page 7, “locates” and other terms are police speak. Rewrite for general public to understand. 42P Vehicle Fires  Page 5, subparagraph iii. Don’t reach a “conclusion”. Rework language. 42R Child Abuse  Page 2. DCF – is Department of Child and Family. Spell it out.  Page 4, d. Chapter 119, Section 51A. Footnote statute.  Page 9. Correction to grammatical error.  Page 4, d. iii. “Data about the mandated reporter.” Adding statutory language will help clarify this section.  Spell out SAIN and CMR. 42S Elder Abuse  Punctuation and spelling errors identified.  Page 5, 2d. Need to have a standard or criteria for “diminished capacity” for officers to follow. Needs to address awareness.  Page 7 (top) section (c). If at a facility, “who” can be an interested adult for an elder. This is important because an “interested” person may not have the best interest of the elder in mind.  Policy should create an awareness of issues that affect the elderly; address sensitivity to need; elderly are not necessarily appreciated; there are isolation and exploitation issues.  POLICY TABLED for further review. Page 2 of 3 SKIPPING – to 52A, Internal Affairs policies.  Add Policy # where Harassment Policy is cited.  Page 13, XI, B-4. There is an expectation that if you “publish” statistics annually that you are also giving them to the public.
