Geller; Sharon MacKenzie Health Department Attendees: Gerard F. Cody, Health Director; Ann Belliveau, Health Clerk Perlmutter called the meeting to order at 7:00 p.m. The Board reviewed the minutes of May 19, 2010. Perlmutter motioned to accept the minutes with corrections. MacKenzie seconded. All approved. Community Health Report — The Board reviewed the Community health Report and all follow -ups had been done in a timely manner. Environmental Health Report Cody informed the Board that testing at the Old Res will begin a few weeks before the The Board reviewed the food inspection report. shanghai -- Mr. Lee updated the Board concerning a recent inspection at Changhai. At the inspection, three noncritical violations were found and no critical violations. After a discussion, MacKenzie motioned that the Lexington Board of Health considers that Changhai has completed all the requirements as discussed at the Administrative meeting with the Health Director. Further Administrative action, including suspension and fines will be imposed should similar or repeat food code violations (as noted in earlier reports) continue to be observed at future inspections. Gellar seconded. All approved. Formosa Taipei — Mr. Lee informed the Board of 8 critical violations at Formosa Taipei during a recent inspection. After a discussion, Geller motioned that due to the number of critical violations and repeat violations, the Lexington Board of Health is in agreement with the corrective action plan as outlined at the Administrative meeting on May 3, 2010. MacKenzie seconded. All approved. The Board reviewed the food inspection report. Housin LT dates 12 Calvin Street — Cody advised the Board that this residence has been boarded up by Aftermath and the owner is now living in Waltham. All but one cat has been trapped. 16 Estabrook Road — Cody said the basement has been cleaned and working to get heat installed by fall. Social Services has been working with the resident. 18 Tarbell Avenue -- Cody said this was a tenant based complaint with over 18 violations identified. Cody spoke with the landlord yesterday but the tenant will not let the contractors into the residence. A plan is being established to supply sufficient notice to the tenants in order for contractors to enter the residence. The Fire Dept. was notified of the fire code violation. Pool Variance Requests —Cody advised the Board that the following pools have requested relief in the form of a variance from 105 CMR 435.23 (1) Lifeguards: Quality Inn and Suites MacKenzie motioned that the Lexington board of health grants the variance request from the requirement of lifeguards for the safe operation of pools as listed under 105 CMR 435.23 (1). In addition, all the requirements of 105 CMR 435.23 (2) shall be met including all signage which includes: "warning No Lifeguard on Duty" in easy to read, legible letters which are at least four inches high `Children under age of 16 should not use swimming pool without an adult in attendance" and another sign that states, "Adults should not swim alone ". This variance only applies to the above referenced season pool facilities, which have made the request in writing. This variance will expire at the end of the seasonal pool season or upon notification of an unsafe operating condition at a specific facility. Geller seconded. All approved. Caulk Testing pdate — Cody informed the Board that E. H. & E of Needham, MA will be conducting caulk testing next week. They have done several projects already in Shrewsbury, New Bedford and Framingham so they familiar with what needs to be accomplished and the proper protocols. Cody also mentioned that they had experts on their staff who met with us including Pat Goddard. Based on the recommendations from the Mass Dept. of Public health that retesting take place, E. H. & E. will begin testing next week. The first results should be available 10 days after the first sample. The samples will include 9 samples per building. Household Medical and hazardous waste Cody advised the Board that a medical waste collection was held on Wednesday, June 2, 2010, and 3 0 residents participated and 5 0 lbs. of mixed syringes and medical waste was collected. Cody also mentioned that the next household hazardous waste collection will take place on June 29, 2010. Regionalization Update — Cody mentioned he was asked to compile all the tasks of the health Department and turn them into number of hours spent per year. Based on the number of staff hours that are currently available considering clerk and nurse are part -time, there are 5,460 working staff hours assuming two weeks vacation per person. In looking at the tasks, there are 6,441 hours needed to do every year. This shows a deficit in hours required. Emergency Preparedness Update — Cody updated the Board concerning PhER 1 PhEP Funding. Food Establishment Emer Plan - Cody advised the Board that a summer intern is reviewing some existing plans of how food establishments should handle an electrical outage, sewage backup or boil water order. It will be a practical user friendly document. MacKenzie motioned to adjourn.. Geller seconded. All approved.
