MEETING OF MAY 10, 2000
Chairman Davies called the meeting of the Lexington Planning Board held in the Guard Room in the Police
Station, to order at 7:35 p.m., with members Bridge - Denzak, Colman, Galaitsis, Director of Comprehensive
Planning Bowyer, Planning Director Garber and Assistant PIanner McCall- Taylor present. Mr. Merrill was
absent.

PLANS NOT REQUIRING APPROVAL UNDER THE SUBDIVISION CONTROL LAW
Form A/00 -2, 1113/115 Concord Avenue The Board reviewed an Approval Not Required Plan for land at
1131115 Concord Avenue. On the motion of Mr. Colman, seconded by Mr. GaIaitsis, the Board voted
unanimously to endorse the plan entitled "Plan of Land in Lexington, MA (Middlesex County)" dated April
27, 2000, prepared and certified by James R. Keenan, Registered Land Surveyor, Winchester, MA, with
Form A /00 -2, submitted by George and Anahid Kazazian, applicants, as it does not require full subdivision
approval under the Subdivision Control Law.
SUBDIVISION OF LAND
Grandview Avenue Definitive Conventional Subdivision Plan, Continuation of Public Hearing Mr. Davies
opened the hearing at 7:45 p.m. Present for this item were David Burns, DEBCO Properties, the applicant,
Edmund Grant his attorney, Michael Weinmayr, landscape architect, Douglas Mill, engineer, and Gary
Johnson, architect. There were 30 people in the audience. Mr. Grant. gave a brief chronology of the progress
of Mr. Burns' application for approval of the three -lot Grandview Avenue Subdivision.
Mr. Johnson told the Board that the scale of the houses and market considerations were the prime factors in
their design. He described his efforts to reduce the height of the structures. Mr. Weinmayr commented that
drainage considerations affected how high the dwellings need to be. He also noted that the landscape plan is
aimed at preserving wooded areas that will ameliorate the perceived height of the dwellings.
The Board commented favorably on the architecture but expressed concern about the height of the dwellings
based on finished floor elevations and the amount of landscaped buffer to be provided. Their questions had
to do with proposed plantings and possible waivers for the road construction.
The hearing was closed at 9:35 p.m.
Ha es Lane Definitive Subdivision Plan Peter Johnson Request to Withdraw Application: Present for this
item was Gary Larson, landscape architect, Larson Associates. Mr. Larson informed the Board that Mr.
Johnson, the applicant wishes to withdraw his definitive subdivision plan for 35 Hayes Lane, filed on March
6, 2000. On a motion duly made and seconded, the Board voted 4 -0 to approve the withdrawal of the
definitive subdivision plan for 35 Hayes Lane.
Cotton Farm Sketch Cluster Subdivision Plan, Todd Cataldo, revised sketch plan Present for this item were
Todd Cataldo, applicant and Gary Larson, landscape architect. Mr. Larson explained the changes in this
plan, dated June 28, 2000, from the sketch plan, dated May 8, 2000, filed earlier. The plan shows 12 houses.
The previous plan showed 10 houses.
Comments from the Board had to do with the 650 -foot limit on the length of dead -end roads, access to the
Town -owned land contiguous to the site, and the number and size of the houses. They all spoke of the
importance of retaining the rural character of the site along Marrett Road.

DETERMINATION OF GRADE AND CONSTRUCTION OF UNACCEPTED STREETS
10 Hayes Lane, Steve Hamilton, Request for Determination of Road Adequacy Ms. McCall- Taylor reported
that Steve Hamilton, Cornerstone Concepts, has asked the Board to make a determination as to the adequacy
of construction of another portion of Hayes Lane. After a brief discussion, on the motion of Mr. Colman,
seconded by Mr. Galaitsis, the Board voted to accept as of adequate grade and construction, pending the
repair of some patches recently made, the portion of Hayes Lane that provides frontage for number 10. The
road is not to be widened.
RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS
Applications To Be Heard on May 11 and 18, 2000: Ms. Bridge- Denzak gave an oral review of the
following applications:
Petitions to be heard on May 11, 2000
• 6 Jonas Stone Circle — variance from rear setback to construct shed — The PIanning
Board agreed to recommend disapproval of this petition. This is a large lot, which
offers alternatives for placement. The Board also noted that the applicant did not
adequately address hardship in the submission they reviewed.
• 33 Banks, variances for addition and to raise roof — This proposal seemed a bit
excessive and the Planning Board will suggest the applicant consider alternatives.
Petitions to be heard on May 18, 2000
• 673 Waltham Street, special permit to convert dwelling to 2 units — The Board believes
that the information provided by the applicant was inadequate. The Board would have
no problem with this application if the proposal meets the conditions and requirements
outlined in Section 5.3.2.
The Board had no comment on the following applications:

• 12 Manning, variance to construct addition to dwelling
• 320 Waltham, appeal of Zoning Officer's decision that lot is not buildable

• 77 Oak Street, variance to build mud room
• 10 King Street, variance to move, renovate and add on to dwelling
The meeting was adjourned at 10:45 p.m.
