BOARD MINUTES MEETING OF FEBRUARY 9, 2000 The meeting of the Lexington Planning Board held in the Selectmen's Room Town Office Building, was called to order at 7:37 p.m. by Chairman Davies with members; Colman, Galaitsis, Merrill, Director of Comprehensive Planning Bowyer, Planning Director Garber and Assistant Planner McCall - Taylor present. Ms. Bridge - Denzak was absent. Peter Flinker, of Dodson Associates, a planning consulting firm of Ashfield, MA, was also present. COMPREHENSIVE PLANNING 10. Land Use Element, Site Analyses Using computer equipment, Mr. Bowyer projected a questionnaire on desirable and acceptable land uses and other characteristics, in regard to the two sites in question: a. 336 -342 Bedford Street: The general consensus at 336 -342 Bedford Street was as follows: cluster development or a conventional subdivision would be appropriate, but the site is severely constrained by access issues. The historic house and barn need to be further researched. b. 202 Cedar Street: The consensus was for cluster, with lower density and higher priced housing on the hillside and somewhat denser and lower cost housing on the flatter area. It might lend itself to some mixed use, with stringent controls, such as a horse barn or day care center. 11. Critique of Site Analysis Process On the subject of public information and perception, the Board agreed that a column or a series of columns in the newspaper would be a good way to communicate the Board's activities and conclusions on the sites. The use of the Town web page to host the analyses was also suggested, as was the use of the TMMA e -mail network. The possibility of holding two or three strategic or area workshops was also discussed. On the motion of Mr. Colman, seconded by Mr. Galaitsis, the Board voted unanimously, 4 -0, that the Board should start with the guest column(s) along with posting on the web and the TMMA network. 12. Cost Revenue Analysis Mr. Bowyer explained that the planning methodology would include analyses that compared, with general indicators, the community costs (by means of impacts) to the property taxes generated by the theoretical development. 13. Consultants, Contract Services Peter Flinker, of Dodson Associates, consultant for the Land Use Element, presented the new aerial map of Lexington that they are working on, based upon Boston Edison and Town CAD data.
