MEETING OF NOVEMBER 14, 2001
The meeting of the Lexington Planning Board held in the Selectmen's Room., Town Office Building, was
called to order at 7:35 p.m. by Chairman Galaitsis with members, Davies, Harden, Kastorf and planning
staff Garber, McCall - Taylor, Tap and Tyson present. Present for the Comprehensive Plan Implementation
discussion were Sarah James and Philip Herr, consultants, Elaine Dratch, Sheila Butts, Wendy Manz,
Joyce Miller, Gail Wagner, William Carlson, Susan Solomon, and William Hays. Ms. Chase was absent.
COMPREHENSIVE PLANNING
Implementing the Comprehensive Plan: The first Four Elements Mr. Garber welcomed everyone and
presented a draft (dated October 24, 2001) list of proposed implementation actions, including suggested
lead actors, on four elements of the Comprehensive Plan —Land Use, Housing, Economic Development
and Natural and Cultural Resources- --that would be the subject of discussion this evening. He said that
the table represented a framework for ownership of the approximately 70 action items identified during
the previous months of meetings with the Comprehensive Plan Advisory Committee and an expanded
group of participants. He defined ownership as the management and coordination of the process,
including organization, publicity, education and consensus building, with dispersed responsibility and
broad -based involvement an important goal.
Mr. Herr, planning consultant, commented that some of these actions are ongoing and should continue,
but others will be more difficult to develop and accomplish.
Mr. Garber defined the three timing categories:
• Priority – within next year;
• Medium– roughly within the next three years;
• Long-term–more than three years.
The next three hours were devoted to discussion of the action items identified for the land use, economic
development, housing, and natural and cultural resources elements of the comprehensive plan. Mr. Herr
will prepare the resulting document for review before its integration into the published plan.
The meeting was adjourned at 10:50 p.m.
