MEETING OF OCTOBER 15, 2002
The meeting of the Lexington Planning Board held in the Jonas Clarke Middle School Library, 17
Stedman Road, was called to order at 7:15 p.m. by Chairman Galaitsis with members, Chase, Davies,
Harden, Kastorf and planning staff Garber, McCall - Taylor, Tap and Machek present. Also present for the
meeting were Mr. Howard Muise, Mr. Ken Schwartz, Ms. Susan. Sloan. - Rossiter, and Mr. Galeeb Kachra,
transportation consultants, Vanasse, Hangen Brustlin, Inc. along with members of the Transportation
Element Advisory Group Ms. Elaine Dratch, Mr. Richard Canale, Jeanne Krieger, Mary Jo Bohart,
Michael Young, Mr. Donald Graham, Mr. Ed Grant. Mr. Ed Ganshirt, Mr. Julian Bussgang and Ms. Gail.

Transportation Element, Second Workshop
1. Transportation Demand Management: Ms. Sloan Rossiter distributed a questionnaire asking two
questions:
a) If you area drive -alone commuter, what would it take for you to change the way you get to
work?
b) What would it take for you to reduce the number of drive alone trips you make that are not
related to work?
1I. Land U.se- Transportation Connections: Mr. Schwartz offered as food for thought "Issues and
Observations" for five areas of town where land uses particularly impact transportation and could be
improved. He suggested "Potential Actions" the town, could take to improve traffic in those areas.
Hayden Avenue and Spring Street
Retrofit with non- automotive infrastructure; establish mixed -use nodes along the two streets via
rezoning process, and traffic mitigation via overlay district or enhances base zoning.
Town Center
Allow housing in upper stories of businesses; consider structured parking as a catalyst for
residential use; consider creating a Business Improvement District
East Lexington
Encourage housing as a use in upper stories
Lowell Street at Woburn Street
Create more uniform zoning pattern, with regulatory incentives to have more campus and less
strip —mall development over tine.
Manett Road at Waltham Street
Implement physical access improvements to reduce direct access to parking spaces from the
street.
After a brief discussion, the meeting was adjourned at 9:20 p.m,
