NOISE ADVISORY COMMITTEE
MINUTES
9 March 2010 Meeting
A duly posted meeting of the Noise Advisory Committee (NAC), held in the Legion
Room, Cary Hall, was called to order at 7:30 PM by Chairman Tony Galaitsis with
members Jeanne Krieger, Martha Wood, Bob Earsy, Jack Maloney present. Steve
Kropper was absent. Present in the audience were Lexington Building Commissioner Mr.
Garry Rhodes, the Shire representatives, and the Shade St residents listed in the
Appendix.
The NAC reviewed information submitted by Shire acoustic consultants, on the noise
measurements, measurement locations, and modeling method to be used for
characterizing the night-time ambient noise of Shade St residences. The measurement
locations had the approval of the Shade St residents.
After extended discussion by NAC members, by Shire, Shire consultants and Shade St
residents, the NAC took a position on the following points:
1)
That the ambient noise derivation proposed by the Shire consultants may not
necessarily characterize accurately the Shade St. Ambient Noise, but that it was
accepted as appropriate for this particular case
2)
That a peer review be conducted according to the Zoning Board of Appeals
(ZBA) rules and regulations to assess the accuracy of the model, the validity of
the test data, associated results, and conclusions
3)
That, concurrently with Shire measurements, the building commissioner utilize
the Town’s Sound Level Meter to get a representative Regional Ambient Noise
level by measuring the noise within Hayden Woods at the intersection of
extension lines from the Cubist Site Access Drive and from the Southeast bound
portion of Woodcliff Rd
4)
That noise be determined with all (seasonally appropriate) Shire equipment
operating, after noise mitigation measures are applied to existing equipment
5)
That the noise be predicted for a configuration including today’s equipment plus
equipment of future building 200
6)
That it is not possible to determine, with any degree of credibility, the noise levels
before or during the time Raytheon was using the site
Points (4), (5) and (6) were in response to a request by the ZBA chairman, conveyed to
the NAC by Mr. Garry Rhodes.
Before the vote, Mr. Galaitsis stated that he had low confidence on the Point-1 derivation
of ambient noise through modeling, and that he disapproved of the proposed: long
sampling periods for the determination of L90s; and, arithmetic averaging of the L90s.
However, he stated he would vote for the 6-point package because he believed that
existing technology could alleviate the Shade St noise problem (created by Shire), if
Shire allocated enough resources to noise control measures.
Upon a motion by Mr. Maloney, seconded by Mrs. Krieger, the Committee voted
unanimously to recommend these points to the ZBA.
The meeting was adjourned at about 9:20 pm.
