HomeMy WebLinkAbout2007-11-19-CPC-min CPC Minutes Nov. 19, 2007 Attendance in the Ellen Stone Room, Cary Hall 1. -Betsey Weiss, Marilyn Fenollosa, Richard Pagett, Sandy Shaw, Leo McSweeney, Norm Cohen, Wendy Manz, and Joel Adler. The meeting was called to order at 4:05pm. Mary Ellen Dunn and Patrick Goddard answered questions on the Old 2. Harrington School Admin. HVAC proposal for $220,000. The proposal is for air conditioning, ventilation, smoke detectors, and wiring for the first or main floor. There is electrical distribution to the second floor. The School Administration is projecting to be there 3-5 years since Old Harrington maybe needed for swing space for elementary construction later on. The building is in good shape and structurally sound. The issue is that if room air conditioners are used then there is not enough electrical current for the computers. To renovate the building completely would cost $8 to $9 million dollars. The CPC asked that the proposal request be filled in with more details. Liz Billings-Fouhy and Mary Ellen Dunn answered questions on the 3. Preschool Playground Proposal for $75,000. Liz brought additional information. The playground would be a new playground and four feet high which is appropriate for preschoolers, but is smaller than an elementary school age child’s playground. The preschool population is 50% special needs and 50% not physically handicapped. Old Harrington is now the permanent home of special needs preschoolers. The playground will be a new playground in a presently wooded area. Dave Pinsonnault said that the removal of trees would not be a problem. It fits under CPA funding since it is “creation of land for recreational use.” $20,000 has been raised through fundraising efforts. The question came up why was this project not funded under the Harrington renovation if Harrington came in “under” budget? Clarke Bridge Proposal $10,000 4.- since it is a replacement, it is not eligible under the recreation portion of the CPA statute. Steve Flynn is going to ask for volunteers to donate services and labor and he has also found a parent architect to donate services. Carl Valente 5.- ? Town Counsel thought that the preschool playground qualified since it is creating a new recreational resource but in light of the Newton ruling, Town Counsel has some doubt. Concord, Mass. created a new ball field with CPA funds so Town Counsel will let us know. ?School Admin. Building- electrical work: air conditioning and wiring is an extraordinary repair so it was thought to be eligible but Town Counsel will confirm. ? T.O.B, Cary Hall, LPD. - $127,000-gutters and storm windows are extraordinary repairs and bondable. All three buildings are in the HD so the repairs are thought to be eligible. “Rehabilitation to make a building functional for intended use.” ?T.O.B. ADA ramp and front door-$220,000- Commission on Disabilities question – Is there a prioritized list from the Disabilities Com.? CPC requests a design as well. ? Cary Hall –electrical work- withdrawn ?Fire Station floor- $665,000- withdrawn. The floor is flexing and there are utilities under it, which complicates the situation. ? Fire Station HQ- $40,000- Carl said that the feasibility study should be done first and then look for design money next year. (The fire station is a historic building and preserving it for its intended use.) ? Munroe Fire System Replacement-$600,000- sprinkler and use design. What is the ultimate use of the building before the Town appropriates funds of this magnitude? Is rent being paid and if so, how much? ? Stone Building- Exterior and structure needs to be preserved and there is more concern after the flooding problem. What is the ultimate use of the building? When will the study be done? April? ?Senior Center Plan- $127,719- Where did the $35,000 go that was appropriated by TM last spring? Is that part of this amount? White House- what can it accommodate? Muzzey- what can a 2 site campus accommodate? What types of programs can happen with a reconfigured Muzzey? ?Town Hall Use Study and Renovation Design- $100,000 for reconfiguring office space and creating design documents. Please ask Town Counsel Bill Lahey if eligible. The product would be a layout and cost estimates. Phase II would be actual drawings used for bidding purposes.
