HomeMy WebLinkAbout2007-10-25-HPB.min Lexington Housing Partnership Meeting Minutes for October 25, 2007 Attendees: Bob Bicknell, Mary Ann McCall-Taylor, Betsey Weiss, Winifred McGowan, Mary Haskell, Florence Baturin, Art Katz, Chris Kluchman, Julie Duncan, Harriet Cohen Bob Bicknell chaired the meeting; Harriet Cohen took the minutes. The meeting was called to order at 7:10 pm. 1. Open Meeting The September minutes were approved unanimously with two abstentions. Mr. Bicknell announced that a roundtable on affordable housing would be held on Thursday, Nov. 15. 7-9 pm in the Selectmen’s Meeting Room. He asked the Partnership members to attend, if possible. 2. LexHab Community Preservation Commission (CPC) Proposal Mr. Bicknell proposed that the Partnership endorse the CPC proposal by LexHab for funds to complete the purchase of 3 Parker Arms apartments. Mr. Katz moved that the letter be approved. Ms. McGowan seconded. The motion passed unanimously. 3. Partnership CPC Proposal re GIS Work There was a motion to submit a proposal to CPC, preferably in conjunction with the Open Space Committee for GIS work to identify undeveloped sites in Lexington with potential use in supporting affordable housing development. The impetus for joining forces with the Conservation Committee is that they have a need for similar data for a study of their own and have already been allocated some funds for that work. Town staff will assess the viability of a joint proposal. The motion passed with one dissenting vote. 4. Partnership CPC Proposal re First Time Homebuyer Program The CPC Proposal Subcommittee suggested that the LHP submit a proposal to CPC for a First Time Homebuyer Program Support program. This goal is to create a program for qualified first-time homebuyers who wish to acquire homes in Lexington. Many questions were raised about the proposal. After discussion, a motion was made to present the current proposal as a placeholder, with further work to be done by the LHP to provide a complete proposal in the 30 days. The Partnership agreed to meet as a subcommittee of the whole on Monday, Oct. 29 to work on the proposal further. The plan is to create a proposal for submission by the November 1, 2007 CPC proposal deadline, with further work to flesh out the proposal by the end of November. The motion was passed with one dissenting vote. 5. Our next meeting is scheduled for Thurs. November 29 in room G-15 Town Hall The meeting was adjourned at 8:47 pm.
