Date, Time and Location of Meeting: 6:00 PM May 13, 2009 In attendance: Steve Kropper, Chair Shawn Newell, Assistant Director, Public Facilities Tom Griffiths, Member Bill Hadley, DPW head Hank Manz, Liaison to Board of Selectmen Christopher Haines Pat Goddard, Director Public Facilities Roger Borghsani Joe Musacchia, Secretary Visiting Ned Sheedy (right name???), Boy Scouts Absent: Paul Chernick Prabir Maulik Jeff Nestel-Patt Street lights DPW head, Bill Hadley reports that he met with NStar, their inventory was ~2600 street lights, we have >3000 in town. NStar database will be updated but charges to Lexington will not be retroactive. Probably charge for full inventory from 7/1/09 on Solar farm/additional installations: Hadley talked w Billy French (contractor) about solar farm idea French proposed to be on compost facility Group agreed should close compost facility on schedule without consideration of farm plans. ECC expressed interest in identifying alternate locations, no specific choice made Net metering: Could net meter, e.g. aggregate multiple demand locations to be offset by renewable production site. Allows farm’s excess power produced to offset other meters. Offset is at retail rates, so we would not simply be selling power to the grid at (lower) wholesale rates. Note that farm needs to be associated w one or more a municipal building Solar and other energy efficiency Working to bring photo-voltaic proposal for Harrington/Fiske schools to town meeting in the Fall Looking to see if bonding terms are available to avoid need for financing by third parties. Another option is to lease to install and operate, still pay maintenance Discussion regarding payback periods and funding information sources Work will continue to find optimal funding scenario Library PV project Goddard made presentation to HDC on 5/7 HDC favorably inclined towards renewable energy mission HDC will not approve without elaborate 3D aesthetic view with CAD visuals Noted that the grant budget does not allow for CAD work We do not have a free architect resource to generate CAD work May have to forego Library location due to this requirement Manz and Kropper will talk about this issue w Krieger If can’t use Library will recommend DPW pumphouse, discuss in June Lexington Energy Challenge Goddard supplied information to Nestel-Patt for Minuteman article Poster to be put up in Library after article published Poster being distributed to building managers soon Program will be kicked off on 8/1, sent to schools for display on 9/1 Note that Goddard also working on web page to feature program BTU Consumption in Lexington No report this month. Reports are provided quarterly.
