Date, Time and Location of Meeting: 6:00 PM April 15, 2009 In attendance: Steve Kropper, Chair and Secretary Shawn Newell, Assistant Director, Public Facilities Tom Griffiths, Member Christopher Haines Pat Goddard, Director Public Facilities Roger Borghesani Joe Musacchia Paul Chernick Visiting Peter Mills, Citizens Enterprises Corporation Absent: Bill Hadley, DPW head Hank Manz, Liaison to Board of Selectmen Prabir Maulik Jeff Nestel-Patt Appointment of secretary Joe Musacchia Citizen’s Enterprises Corporation Presentation from Peter Mills of Citizens Enterprises Corp (CEC) Requesting endorsement as preferred provider of audit/fix services Offering efficiency improvements, not increased use of renewables CEC rolling out in April in Bellingham, first endorser All ‘profits’ rolled up to Citizens Energy for non-profit distribution Targeting municipal, commercial and residential markets Municipal - Lexington has sufficient expertise, not need CEC Commercial - CEC audit at no cost to business - CEC gets revenue from follow-on project management - Value is single POC for managing sub-contractors Residential - CEC endorses Next Step Living to provide residential audit and follow on work - Next Step Living provides 3-hr audit, blower, simple insulation service under SBC funding => no cost to residential gas customers, ~$600 for oil customer Discussion - Unique value of CEC over other providers not clear - Look into bringing in competitive providers & utility companies to make presentations of their services/value propositions - ECC will consider if any provider worth endorsing, may end up promoting utility company services if best value overall - Agree is worthwhile to encourage greater commercial and residential audit and fix activity BTU Consumption in Lexington Note - overall school numbers good, municipal numbers not so good Issues skewing numbers: - Malfunctioning equipment repair, e.g. ‘cold’ areas being heated for first time - Recalibrated meters - DPW truck repairs w doors open - Increased fire department call rate (doors open) - Irregular quarterly oil delivery patterns - Increase occupancy at White House - Improved winterizing/heat control (various bldgs) Metrics will be more useful year-over-year than quarter-to-quarter - Note that 2009 on track to meet original improvement goals, out years will become more challenging Expecting project list from DOER after they complete audits Discussion - Not looking into normalizing for degree days - Look into metrics by sq footage, comparison to regional avgs - Look into cost/benefit of modernizing Hastings modular trailers, not optimistic Lexington Energy Challenge Approved poster, will be displayed in schools next month Kropper to send ECC message of thanks to student designer, poster signed by ECC members Note that poster will be personalized for each school Discussion - Look into program to reward/recognize improvements by building managers/school principals - Look into energy efficiency curriculum additions to science programs Adoption of Stretch Building Code standards ECC recommends Stretch Building Code - Thanks to Haines for draft and comments from Griffiths Library PV project HDC will discuss at 7-May meeting ECC members encouraged to attend School Committee No report this month Street lights No report this month Warrant Article 41, Transition Committee Withdrawn Next meeting will be at Town Hall.
