HomeMy WebLinkAbout1996-12-19-PMPC-min • POLICE MANUAL COMMITTEE MINUTES DECEMBER 19,1996 7:30PM POLICE STATION LIBRARY Present: SeL W.Dailey,Edith Flynn,William Hays,Gerald McLeod,Cleveland Coats Chief Christopher and Captain Philip Taylor Opening: Chief Casey introduced newest member Cleve Coats,Adams Street resident,who was warmly received by fellow members Update: Chief Casey Highlighted operational and administrative changes since last meeting: including assigning School/Community Resource Officer to the Senior High School, appointment of a Family Services Detective,Ening of eight new Patrol Officers, Formation of a Regional drug task force(Newton,Waltham,Weston,Lincoln,Belmont,Watertown and Lexington). Review:1. Lexington Police Department Field Training and Evaluation Program(FTO) E.Flynn-has bean involved in civil suits involving other communities where framing has been increasingly the issue,this program is one of the best in the State that she has reviewed.Feels Lexington is way ahead of other communities B.Hays-recommended takmg"objective"#1 from page four(1. To produce a highly trained and motivated police officer capable of meeting or exceeding the standards of,,r,....ance required by the Lexington Police department.)And adding it as a third program"purpose"on page three(third paragraph). all spoke positively of the program 2. Lexington police Department Harassment Policy and procedure Chief Casey stated that Police depart.had policy which needed minor additions because of recent law changes. Captain Taylor outlined items added;addresses of agencies accepting complaints of harassment including employer phone numbers no discussion-Chief Casey-these were minor housekeeping items-We bad comprehensive policy in effect for a long time B Dailey-asked for update on Accreditation process Chief Casey-outlined how Gov. Weld created at the Mass Chief of Police urging the Massachusetts Accreditation Commission. We can pursue National Accred,as we have been doing,but as a shorter term goal seek State Accred. Chief offered to have Lt M. Corr make a presemation on this new development to the commit=at Their next meeting Adjourned LEXINGTON POLICE DEPARTMENT MEMORANDUM TO Chief Christopher Casey FROM Lieutenant Mark Corr DATE August 15, 1995 SUBJECT Summary of Police Manual Committee On August 9, a meeting of the Police Manual Committee was held in the conference room, in attendance were William Dailey, Jr Chairman/Selectman Edith Flynn William Hays Gerald McLeod Christopher Casey Chief of Police Philip Taylor Captain of Administration Mark Corr Lieutenant The meeting introduced the Committee members to the numerous changes which have taken place within the Police Department during the past two years The two hour meeting was broken down into three segments Segment 1 -- 45 minutes Chief Casey outlined a number of personnel changes and the impact of the override to future operations The positive impact of numerous departmental programs such as D A.R.E and the Youth Diversion Program were also discussed Portions of the Citizen Survey were reviewed with Committee members offering further insights Segment 2 -- 30 minutes Chief Casey and I spoke about the accreditation process and the difficulty of pursuing compliance aggressively I presented my observations of how fiscal restraints, limited resources, and the evolution of the entire process is making it difficult to project a time-line for completion. Everyone agreed that the process is constructive and furthers the professional development of the organization. The policies in hand (professional standards, communications, and legal process handling) were briefly reviewed. I explained at length how our procedures for policy development are generating sound, readable, effective policies Segment 3 -- 45 minutes The Committee was taken on a tour of the station. The changes to the Communications Center, front desk, locker room and cell block were reviewed. A diverse array of questions were raised by the Committee and discussed.
