The minutes of the previous meeting were accepted as corrected The first item of business was a review of the oroposed notification of new development form. After considerable descussion the group decided to set 25,000 sq. ft. or 50 parking spaces and within 1500 ft. of the border of another HATS town as criteria for triggering notification. "Significant road alteration" and all proposed zoning amendments were also added. Jane Goldberg, of the Air Force, stated that the HATS representative from the Air Force will be responsible for bringing all Hanscom development to the attention of the group. The committee voted to approve both the form and the proposed flow chart. Each member town will discuss the use with its respective board. In further business it was announced that any developer using the HATS traffic model will contract with MAPC for work done by CPTS. HATS will have an allotment of five reviews per year with CPTS. , We will need a signed agreement between HATS and MAPC as to sequence and timing. Members raised concerns with the MAPC proposed time frames as too long for the schedules under which the towns must operate. A subcommittee of John Hollywood, Roe Delouri and Dan Brand will meet with Gail Bard, MA'C general counsel, to work out the agreement. Future meetings were scheduled as follows: A meeting of the Tri-town group at Bedford Town Hall, May 3, at 7:30. HATS members are invited. The CPTS preliiminary draft of the Phase II analysis will be presented at the next regular HATS meeting on June 12 at the Lexington Town Office Building, Room G-15. Bob Nash reported that the initial National Park plans will be ready ie early June. A discussion with RATS will be held at that time. The meeting adjourned at 9:15. Development of Regional Impacts Review by HATS The Lincoln Planning Board adopted the following policy at its May 21, 1986 meeting: The Lincoln Planning Board will use its best efforts to require the proponents of any change in land use, which falls within the thresholds established on the attached Development Notification Form (!)NF), to fill out the DNF and deliver the completed form to all HATS planning boards. Further, the proponents of such a change in land use, to the extent permitted by law, to complete the HATS DRI review (if requested to do so by HATS) in order to satisfy the Planning Board that regional traffic issues have been adequately evaluated. We understand that the DRI consists of a selection process, the establishment of assumptions for the purpose of modeling'future traffic impacts of the land use change, traffic modeling by CTPS using the HATS Phase I traffic model, review of the model output by HATS, and recommendations to the Lincoln Planning Board from HATS as a result of the projected regional impact of the proposed land use change. We further understand that the DRI must be completed within the statuatory time limits for subdivisions and special permits. The Board will recognise HATS recommendations and will attempt to accomodate them in its approvals. Planning Board minutes will serve as the record of the Board's action relating to HATS recommendations.
