A regular muting of the full HATS Committee was held June 12, 1986 with Chairman John
Hollywood presiding.
The minutes of the previous meeting were accepted as corrected.
John Hollywood announced that a change in chairmanship was to be voted at this meeting. In
the rotation that had been adopted, it was the Town of Bedford's turn. As no one from Bedford was in
attendance, it was agreed John would contact the Bedford representatives and ask them to appoint a
chairman from among them.
Dan Beagan of CTPS and Ros Delori explained that the HATS traffic model would be used to
calculate the impact of the proposed 47 acres development in Lincoln.
Regarding this, Norm FaremelIi of Massport raised a concern that the Air Force Base size had
been underestimated. Jane Ooldberg stated that an Air Force 5 -year projection showed no growth.
This would be a shift of about 1000 people moving to/from MITRE and the base and there were 163
housing units being built. The HATS committee will request Ed Shamon to give the figures to Massport,
CTPS and the committee itself.
Res Delori briefly explained the componants of the 47 Aches plan. Norm Faramelli said that
the Massport Board has a concern about having housing so near the airport because of ground traffic
but it is in support of the proposal to re -locate the road.
The National Park Service made a presentation of the various possibilities for park road
changes. Bob Nash briefly discussed the process to be followed from here on in. During the winter
there will be a searies of public meetings to explain the proposal chosen by the Park Service. He will
have some cost figures at that time. Written comments from members of HATS or the communities
would be welcome.
The next meeting of the committee is scheduled for September i l at 7.30 p.m. The meeting
adjourned at 9:40 p.m.

The meeting was chaired by Jane Farmer of the Bulford Planning Board.
Dan Beagan explained the results of the model evaluation of the Lincoln 47 awes development.
Efi Pagitsas of CTPS went over the latest figures. The results seem to show tyre would be effects
localized on Rte 2A and that any overflow would term to use Trapelo Road. It was not within CTPS'
charge to make any recommendations. Representatives from Lincoln stated they had had Edwards &
Kelsey also do a model. Although it used somewhat different criteria, the results were very similar to
those found by CTPS on the HATS model.
Efi Pagitsas then discussed the preliminary findings of the Phase ll HATS traffic study. Six
scenarios, starting with a no -build and five other iterations were explained. There were numerous
comments and questions on each. it was pointed out that the study did not show grade separations on
Route 2 exert at Crosby's Corner. A projected trip level of 1995 was used as was tlx: assumption that
Route 3 would be a three lane highway.
Jane Farmer noted, and Dan Beagan agreed, that none of the possible changes help Bedford that
much - largely because of Route 3 overflow.
CTPS will take another look at the results shown for Route 2A, Airport Road, and Virginia Road
results.
The Committee also requested a 7th alternative: a Route 2 upgrade with grade separations at
Crosby Corner and Bedford Road, and a re -aligned 2 lane Route 2A.
A written draft report should be ready by the next HATS meeting.
Susan Fargo stated that the Lincoln town meeting on the 47 acres is set for November 1. John
"Hollywod suggested that individual towns make recommendations by that time, but that HATS respond
during the permitting prod time.
In otter business, Judy Uhrig suggested HATS might want to consider a way of developing some
FAR ( floor area ratio) standards for any Massport non -aviation related development at Hanscom.
Jane Farmer also reminded the group of the need to use the HATS - DRI notification form for
appropriate developments. She saw none in prat for Bedford in the near future.
The road meeting is scheduled for December 4 at 7:30 at the Bedford DPW building.
