Present:
Betsey Weiss, Chair; Marilyn Fenollosa, Vice Chair; Joel Adler, Norman
Cohen, Jeanne Krieger, Leo McSweeney, Nathalie Rice, Admin. Asst.; and Sandy Shaw.
David Kanter, CEC liaison was also present.
The meeting was called to order at 4:05 pm.
The purpose of the meeting was to discuss the Town Offices Building Project, various
policy issues and to begin to take straw votes on the projects for FY 2010.
1.Photo taken for the Annual Report –
David Tabling took photos of the CPC for
the Annual Report. Members Wendy Manz and Dick Wolk were absent, and it
may be necessary to retake the photos at a later time.
2.Town Offices Building Renovation Project -
Mr. Canter updated the Committee
on recent progress of the Town Office Building project, stating that the Town had
met with the consultant, and that there were divergent views about moving
forward with the requested 1.2 million requested from the CPC. He said the
design committee was considering requesting only additional design monies, not
the full 1.2 million. The CPC had a general discussion of this project, in which the
Chairwoman voiced her concern that 1.2 million for upgrades to the interior of the
building was a great deal of money in the present economic climate. Ms.
Fenollosa also voiced concerns about the project, stating that she did not feel it
was an appropriate use of CPA funds and questioned whether the interior
renovations could be realistically termed “historic preservation”. Mr. Cohen
pointed out that the interior renovations to other structures, such as the Hancock-
Clark House, were not all necessary historic in nature. Mr. Adler added that the
availability of CPA funds enables the Town to do certain projects at a significant
discount, and he questioned whether an important opportunity would be missed if
the Town Office project was delayed.
4. Policy Discussion –
A general discussion of policy matters ensued. The
Committee grappled with the dilemma of increasing numbers of large projects, some
of which might not meet the strictest definition of the CPA, against the background of
expected dwindling future state matching funds.

3.Straw Votes
– The Committee took preliminary votes on the FY 2010 projects as
noted below.
a. Improvements to Various Athletic Fields - $100,000. (8-0)
b.Storm Water Mitigation at the Old Reservoir and Marrett Road - $569,000. (8-0)
c.Pond and Drainage Improvements, Pine Meadows Golf Course - $200,000. (8-0)
d.Archives and Records Management Needs/ Records Conservation and
Preservation - $150,000. (8-0)
e.Cary Vault Supplemental Appropriation - $45,000. (8-0)
f.Town Offices Building Renovation - $1,200,000. (no vote taken, CPC informed
that the amount may change)
g.Police Station Space Needs Study - $45,000. (6-2)
h.Stone Building Renovation - $271,660. (7-0-1), one abstention, until further
information)
i.Fire Headquarters Renovation and Redesign – $168,154. (6-2)
j.Greeley Village Roof Replacement - $320,828. (8-0)
k.Munroe Tavern Historic Structures Report, Capital Needs Study - $50,000. (6-2)
l.Purchase of Three Properties - $797,500. LexHAB (8-0)
m.Possible Land Acquisition – amount unspecified at this time. (8-0)
n.Administrative Budget - $150,000. (including $50,000 in conservation planning
monies (8-0)
4.Bob Kuehn Award –
Betsey Weiss informed the Committee that the CPC would
be applying for the Robert Kuehn Community Preservation Award, which the
Community Preservation Coalition is sponsoring. The award is a $3,500 cash
award, and most importantly would give state wide recognition for one of
Lexington’s projects. The project which the CPC will submit is the Douglas
House, the SLI, Inc. home for brain-injured adults, which was approved in 2007
and completed in August of 2008. Members of the Committee were invited to
th
visit the Douglas House on 4:00 on December 18.

5.Open Space Study and Recreation Plan –
Ms. Manz informed the Committee
that the Planning Board was reviewing the final draft of the Open Space Study
and Recreation Plan, and noted that it was very well done. She urged members to
read it once it was available in final form.
