Asst.; Sandy Shaw. David Kanter, CEC liaison was also present. Dick Wolk was not
present.
The meeting was called to order at 4:02 pm.
The purpose of the Meeting was to discuss three FY 2010 projects before the CPC. These
included drainage improvements to the Old Reservoir, drainage improvements to the Pine
Meadow golf course, and improvements to athletic fields. Karen Simmons of Recreation
and Dave Pinsonneault of Public Works were in attendance to make presentations.
1.Storm Water Mitigation, Old Reservoir/Marrett Road
Karen Mullins of Recreation and Dave Pinsonneault of Public Works outlined the
drainage improvements needed to reduce the bacterial contamination of the Old
Reservoir. The funding request before the CPC is for $569,000 in FY 2010, and $190,047
in FY 2011. Mr. Pinsonneault explained that there are four catch basins on Marrett Road
which would be upgraded as part of the project. Presently, stormwater flows from two
basins directly into the reservoir. The other two basins outlet to a small detention pond
adjacent to the reservoir. The four basins, the piping in between them, and the detention
pond would all be significantly upgraded as part of the proposal. The improvements
would increase detention time in the basins and in the detention pond, and would thereby
reduce the bacterial count in the stormwater flow and, ultimately, in the reservoir.
Ms. Simmons explained that the Town will apply for DEP 319 funds for the project. This
matching grant system would potentially give the Town 60% of the project costs. The
funds will be applied for two years in a row, since there is a cap each funding cycle of
$350,000. It is unknown how the present state economy will affect Lexington’s
distribution. Mr. McSweeney asked if the Town will know about the state funding by
Spring Town Meeting. Ms. Simmons said it was unlikely. She informed the Committee
of the deadlines dates for submittal, and noted that the funding request was a lengthy
process. She added that in order to apply for the 60% matching grant, the project must
first be funded, however. Mr. Kanter asked how much money was left from the funds
distributed last year by the CPC. ($55,000 was granted for the reconstruction of the
gatehouse/outlet structure and for the dredging of a retention pond.) Ms. Simmons replied
that $20,000 was left over, which Mr. Kanter suggested be redirected, rather than
rescinded.

2.Pine Meadows Golf Course – Drainage Improvements
Ms. Simmons explained the drainage situation at ninth green at the golf course, and used
an aerial photo to highlight the existing problems. She explained that there would be two
phases to the project. The first phase would involve the following: (1) dredging the
stream from the upper pond to the lower pond, and dredging Kiln Brook to the Rt. 95
right-of-way, (2) removing beaver dams, (3) repairing a control dam, and (4) installing a
stnd,
large box culvert. The second phase would involve; (1) rehabilitating the 1 and 2
stth
holes, (2) rehabilitating the 1 and 8 holes, and (3) removing and resetting sprinklers.
Mr. Kanter asked how old the quotes were that were used for the CPC submittal, and
questioned whether they might be lower by the time the job is bid. Mr. Adler asked if the
golf course would be shut down while the work progressed, to which Ms. Simmons
replied that it would not. She noted that the use of the golf course has increased recently,
and that in the past year, the rounds were up by an annual count of 2,000. Ms. Weiss
asked if the Enterprise fund had been considered for this project, to which Ms. Simmons
replied that the monies in the fund were called for, some of which were being used for
debt service reduction.
3. Athletic Fields
Mr. Pinsonneault opened the discussion by describing two projects which had been
recently completed. These included renovations to the Bowman Field and the Bridge
School Field. (These were not CPC funded projects, however.) He explained that he was
now before the Committee to request $100,000 in funding for drainage work on the
Town’s athletic fields. (An additional $100,000 is being sought from the tax levy.) The
proposed project would include drainage renovations to the areas between the varsity
baseball field, and the main varsity softball field, where significant degradation has
occurred. He said that the work on the fields was the follow-up to recommendations in
the field renovation report funded by the CPC in ’07. Members concurred that the work
was badly needed and commented on the damage done by the Carnival this year. Mr.
McSweeney asked if the $100,000 request would be enough, to which Mr. Pinsonneault
replied that the engineers had estimated that the work would cost $100,000 and he felt the
report was very well done. Mr. McSweeney also had questions about turf field
replacement on adjacent fields, that was not part of the present project. Mr. Pinsonneault
updated the Committee on the status of the turf fields, and noted that the “carpets” would
need replacing before 2014, when the warrantees run out. The Committee noted that
Kevin Batt had reviewed the request for work on the athletic fields, and had counseled
them that it was an eligible project.
Mr. Pinsonneault also updated the Committee on the Burial Grounds project funded by
the CPC. He said a conservator had been hired, and there is a plan in place to do the
work. He said table monuments had been repaired as part of Phase I work, and that in
Phase II, the Munroe Cemetery and the Burial Ground work would be completed. The

hope is that the Burial Ground work will be completed by Patriot’s Day. Ms. Fenollosa
asked if there would be an inventory of the stones, to which Mr. Pinsonneault replied that
the stones which were worked on were all carefully inventoried, and that he was getting a
bid on the cost for a larger inventory.
The Committee set a date to review projects in the field. They will meet in the parking lot

of the Pine Meadows Golf Course at 8:30 am on December 1 to review the golf course
project. They will then review the project proposed for the Old Reservoir and Marrett
Road.
