HomeMy WebLinkAbout2008-11-10-AC-min November 10, 2008 Minutes Town of Lexington Appropriation Committee November 10, 2008 Place and time: Room 111, Town Office Building, 7:30 PM Members present: Alan Levine (Chair), John Bartenstein (Vice Chair), Susan McLeish (Secretary), Eric Michelson, Glenn Parker, Richard Eurich, Deborah Brown, Pam Hoffman and Mike Kennealy. Also present – Gary Garberg, David Kanter, Carl Valente (Town Manager) The meeting was called to order at 7:35 PM. Munroe School . A discussion of the existing driveway and emergency access was held and a question was raised about adding a driveway on the opposite side of the building. Gary Garberg reported that a draft business plan for the Munroe Center for the Arts was delivered today and that it was expected to be final within a matter of days. The plan assumes that they remain in the building and will assume some financial responsibility for the building. A discussion of the timing of the availability of the school master plan was held. Article Positions. TheCommittee is unanimously (9-0) in favor ofArticles 3, 4, 5, 6, 7 and 8. Report. A motion to approve the report (subject to minor edits made) was made and the committee voted unanimously to approve. Miscellaneous. Alan will be out of town for the Special Town Meeting and we discussed who would report on which articles during the meeting. Additionally, the meeting on Monday evening (11/17) prior to STM will commence at 7:00 versus at 6:30 and if the STM concludes on Monday evening (11/17), our meeting on Wednesday evening 11/19 will be cancelled. Health Insurance. Deborah and Mike’s memo on health insurance was presented and discussed. The conclusion with respect to the GIC is that the Town should pursue joining it. It has a cost advantage because of the scale and the differences in plan design. There are real advantages to joining and the time is right to put it on the table. Weston joined in July 2008 and Brookline is in the process of joining. There has been a high level of satisfaction reported amongst participants. The GIC provides lower cost and a high quality of coverage. The State government is discussing removing the veto on joining and if Towns join now, they can negotiate. 1 November 10, 2008 Executive Session. The committee voted unanimously by roll call to go into executive session to discuss the Town’s strategy re health insurance and collective bargaining at 9:35 pm. Meeting returned from executive session at 9:50 pm. Minutes. The committee voted to approve the minutes of October 30, 2009. The meeting was adjourned at 10:05 PM.
